Study On The Mechanism And Pattern Of Cultural Landscapes Protective Compensation In Traditional Villages

As the carrier of the Chinese traditional culture and national spirit,traditional villages have important research significance.As the urbanization process advances,the contradiction between the protection and development of cultural landscape in traditional villages is prominent.How to realize the sustainable development of cultural landscape resources in traditional villages is an important issue.Cultural landscape protective compensation,as an effective means to regulate the relationship between the various stakeholders in cultural ecological protection,is an important way to realize the protection of cultural landscape resources in traditional villages.Based on the theories of public goods,externalities and stakeholders,this paper introduce the theoretical framework of cultural landscape protective compensation in traditional villages.Combined with the cultural landscape protection compensation practices in Xiangxi,explore its compensation status and existing problems.By clarifying the premise and foundation of compensation mechanism construction,this paper built a perfect compensation mechanism from two aspects of compensation operation mechanism and guarantee feedback mechanism.Besides,three representative compensation patterns are summarized.The main conclusions are as follows:(1)The current situation and main problems of cultural landscape protective compensation in Xiangxi are as follows: Compensation content is gradually enriching,but the compensation method is not sustainable;Sources of compensation funds are abundant,but the compensation standards need to be improved;Compensation awareness is gradually increasing,but the willingness to compensate is generally low;The effectiveness of compensation is prominent,but the legal support is still weak.(2)From the aspects of the foundation of the compensation mechanism,"Beneficiaries pay,protectors compensation",government-led,etc.are the basic compensation principles.It is necessary to clarify the property rights relationship of cultural landscape resources in traditional villages,achieve interest coordination,and lay the foundation for compensation operation mechanism.(3)From the aspects of compensation operation mechanism,compensation subjective & objective bodies,compensation standards and ways are the core issues.Cultural landscape resources are the core compensation object,the government and the market are the main means.Cultural landscape protection compensation involves the cultural landscape protection costs and value benefits.Comprehensive compensation can be implemented in various ways such as beneficiary compensation,social compensation,self-compensation and governmentcompensation.Besides,various compensations should be adjusted appropriately with the change of time and space.(4)From the aspects of guarantee feedback mechanism,improving the compensation legal system,strengthening the organizational coordination mechanism,improving the compensation supervision mechanism,and establishing the performance evaluation mechanism are all important links to ensure the implementation of compensation.(5)From the aspects of compensation patterns,with the government-led and market participation,there has formed a variety of patterns in Xiangxi,such as integral protection compensation,relocation protection compensation,and cultural tourism development protection compensation.
