In 1932,after the eastern Inner Mongolia region was incorporated into the "Manchukuo",a set of centralized local administrations was established and a series of administrative policies were adopted under the former Jerim League,the Barga Ministry,the Jo-oda League,and the Josoto League.The situation in "Manchukuo" has led to three major changes in the central and local administration of the eastern Inner Mongolia region and the administrative policy of the Mongolian Banner.Therefore,this article uses these three stages as the narrative framework to explore the main changes in the administrative aspects of the Inner Mongolia Banner at different stages.The first phase consisted of the Mongol Banners administration at the beginning of the "founding" period(1932-1936),the second phase consisted of the Mongol Banners during the second "Manchukuo" period(1937-1940)and the third phase consisted of the Mongol Banners under the wartime system(1941-1945).In the first chapter of this paper,the situation in eastern Inner Mongolia before the establishment of Manchukuo is described,the administrative structure of the four allied ministries in the east before the " Incident" is briefly described,and the question of the administrative affiliation of each Mongolian Banner and the demands,actions,and responses received by the Mongols in this situation are discussed,while the main activities of Japanese power in eastern Inner Mongolia during this period.Chapter II describes the situation in eastern Inner Mongolia at the beginning of the "founding",including the establishment of Hsingan Province,the establishment of central and local administrative bodies,etc.Chapter III examines the situation of the Mongolian banner during the second period of construction of Manchukuo,the main changes compared to the first period,the changes in the nature of the central administration,the changes in the local administration towards more ordinary provinces,and the organization of the special interests of Manchukuo for various purposes.Chapter four summarizes the administrative changes in Mongolia in 1941,when the overall policy of "Manchukuo" entered the wartime system.
