Research On The Protection Of Congjiang Dong Songs In Guizhou From The Perspective Of New Public Management

In recent years,Intangible Cultural Heritage has gradually become well known,how to protect and inherit it scientifically and rationally has become a hot topic in the academic circle.The report of the 19 th National Congress of the Communist Party of China clearly put forward that we should promote the development of cultural undertakings and cultural industries,and strengthen the protection of cultural heritage.To build a strong socialist cultural country and stimulate the cultural creativity of the whole nation,we must strengthen cultural self-confidence and enhance cultural consciousness.Attaching importance to the protection and inheritance of intangible cultural heritage is not only an important way to build up cultural confidence and cultivate cultural consciousness,but also a necessary process to open up important undertakings.Based on the research perspective of New Public Management,this paper takes the protection of minority intangible cultural heritage of Dong Songs in Congjiang,Guizhou province as the research object,and uses literature research method,field research method to review and analyze the effectiveness and shortcomings of the protection work in Congjiang.It is found that the government protection concept in Congjiang is not comprehensive and the division of department’s authority is unclear;The public protection consciousness is weak,he behavior lacks the enthusiasm;It is difficult for NGOs to play a protective role;The protection behavior of colleges and universities lacks theoretical depth and long-term perspective.The reason for this is that the government has insufficient power to protect it,public education and incentives mechanism are not enough,NGOs are short of necessary guidance and training,while universities focus on short-term achievements and lack of necessary talents.The paper also introduces the process,the relevant experience and measures of protecting the intangible cultural heritage in Lijiang,and puts forward the relevant countermeasures and suggestions in the protection of Dong Songs for Congjiang.According to the research,it is necessary to reshape the value concept and mechanism of government protection of Dong Songs,strengthen the main role of public protection of Dong Songs,guide NGOs to play a role in protection,and continue to strengthen the cooperation with universities in research on Dong Songs protection,so as to realize the long-term development of protection and inheritance of Dong Songs.
