| Since 2006,when the relatively complete public cultural service system covering the whole society was taken as the target of the 11 th five-year plan,China’s public cultural service has gone through a process of gradual improvement,public Cultural Service infrastructure construction has been more complete.However,as one of the contents of the "cultural projects of benefiting people",people-benefit performances are facing uneven development and have not attracted the attention of experts,scholars and government departments.The research on the performance programmes of benefiting people of rural culture will help to ensure the rural people’s right to enjoy the fruits of cultural development,to participate in cultural creation,and to gradually improve the public cultural service system and the construction of socialist culture with Chinese characteristics.Gansu Province is a large agricultural province with a low Urbanization by country and a large number of rural people.In recent years,with the adjustment of National Cultural Policy and the deepening of cultural development strategic planning in Gansu Province,the number of Rural Cultural people-benefit performance projects has increased year by year,covering almost all prefecture-level cities in Gansu Province.In this paper,the people-benefit performance project of rural culture in Gansu Province is taken as the research object.Through the methods of practical work,interview and questionnaire survey,we find that it is in the state of increasing year by year and developing rapidly,and with the local rural economic life is closely linked to the project has initially demonstrated the brand effect.Combining the theory of civil rights,the theory of New Public Service,the theory of project management,and the related research of "Cultural Project System",the theoretical analysis frame of people-benefit performance project of rural culture is formed.First of all,it is emphasized that there are prominent problems in the design,planning,implementation,process management,and final assessment of the project,such as regional development imbalance,imbalance between supply and demand,service level is not high,poor publicity,and so on.Secondly,by using the theory of civil rights,the theory of New Public Service and the theory of project management,this paper analyzes the problems existing in the project,and the deep-seated reasons leading to the low level of project performance,the main problems are the inaccurate role of the government,the imperfect operation mechanism of the project,the deviation of the policy cognition and implementation,and the lack of ideas of the project management assessment.Finally,the paper puts forward the general idea and optimization path of the people-benefit performance project of rural culture in Gansu province,focusing on the guiding principles,concrete measures and implementation guarantee.Through these considerations,I hope to form a long-term mechanism of the people-benefit performance project of rural culture in Gansu Province,and truly protect the basic cultural rights of rural people. |
