Cultural Construction Of County Government In China:Predicament And Countermeasures

At present,the global economy is at a stage of rapid development,and the society is constantly improving.In order to comply with such a big environment,our national government must promptly make relevant measures to establish a new type of service-oriented government.To establish a service-oriented and democratic government,it is first necessary to reconstruct the government’s culture so that it can meet the needs of service democratization.The report of the 19 th National Congress of the Communist Party of China pointed out: "Transforming government functions,deepening the administration of decentralization,innovating supervision methods,enhancing the credibility and execution of the government,and building a service-oriented government that the people are satisfied with." This has pointed out the direction for the construction of government culture in the new era.Guided by the basic principles of Marxism,the thesis uses literature research methods,empirical research methods and other research methods to study the cultural construction of county governments in China,and answers the question of "how to establish a new type of county government culture in China".First of all,the concept of government culture research and related theories: mainly on the government and county government,culture and government culture and related theoretical basis;Secondly,it discusses the problems and causes of the county government;and finally,the countermeasures for county government construction: On the basis of the general theory and time study of government culture,the preliminary exploration of county government culture construction is carried out,mainly from the government concept,legal government,government values and government personnel,tocomprehensively summarize the current situation.The countermeasures for the construction of county government culture in China.On the whole,this paper analyzes the construction of China’s county government through the government culture theory based on the relevant remarks about the socialist cultural spirit with Chinese characteristics mentioned in the 19 th National Congress,and further analyzes the culture of the county government in China.Characteristics,attributes and functions,and then systematically analyze the problems encountered in the construction of county government culture in China,and put forward corresponding suggestions.
