Holistic Government Perspective Of The Public Service Joint Supply Together Study

Public service has become the world's governments attention to popular language,is the core of the world's governments administrative functions.In our country,the public service is required for the livelihood of the people and the government to one of the four basic functions of economic and social development.In the field of public services,the supply of public services is an important component of its is also the important content of China's public service reform.The development of China's public service supply mode in the history of the reform and opening-up,the time coordinate point,by the reform and opening up before fully provided by the government to supply the government monopoly supply mode to today by the government,the private sector,and the third sector participating,compete against each other and common development of multiple subject supply mode,great changes have taken place.This change not only conforms to the intrinsic demand of the public service reform in our country,also conforms to the historical trend of the reform of the international community public service.However,the Chinese government in providing public services present a serious phenomenon of fragmentation,coordination costs are high,low administrative efficiency,service quality is not high.In the face of such situation,the establishment of an effective public service multiple main body coordination mechanism has important theory value and practical significance.In our country,the public sector can not only become the main body of public service supply,private and social organizations are also allowed to participate in the competition,the supply of public services become the main body,this creates a multiple subject of public service supply mode.However,each public service supply mode in the service of some type of public services,the increasing public demand for public service is even more need common coordinated development between multiple subject of public service supply.Therefore,based on the above consideration,based on the theory of "integral government",with the help of theory of cooperative concept and crack "fragmentation" dilemma of public service policy proposals,drawing on the successful experience of western countries collaborative supply of public service,through the multivariate supply subject cooperation,the super-ministries reform,service process reengineering,and promote the equal basic public services such as ways to overcome the public service supply phenomenon of fragmentation,realize thecoordinated supply of public services.
