Participation Unit,the full name is called "The Institution That According to The Civil Servant Law Management",was formally presented in the ‘Civil Servant Law' in 2006.As a kind of special institution,the performance appraisal has gotten some achievements in the daily practice these years,but it still in the stage of exploration and perfection.This article will take China Banking Regulatory Commission W Supervision Branch(the following referred to "W Bank Supervisor")as an example to study the performance appraisal practice of the staff who are in the Participation Unit,analyze the questions and reasons that the performance appraisal of Participation Unit exists and put forward the perfect suggestions and measures.The study knows that the current situation of the performance appraisal of the staff who are in W Banking Supervisor by the survey of questionnaire.In the survey,we can find that W Banking Supervisor has established a set of methods of performance appraisal,but the questionnaire reflects that performance appraisal methods of the current staff aren't scientific and perfect,and they can't reflect the actual working achievements comprehensively,scientifically and effectively.Because of the restriction of the performance appraisal index system,the purpose of the assessment and the methods of assessment,W Banking Supervisor need to prefect the methods of performance appraisal scientifically and timely in the practice.Only in this way,it can provide reliable protection and support from the long-term development of organization.Based on the above questions,the study of this article based on the performance appraisal analysis of current Participation Unit,connected with new public management theory,"humanism" theory,incentive theory and goal management theory,transformed ideology,recognized performance appraisal work scientifically and comprehensively,perfected assessment work,promoted to build the healthy and perfected implemented link of assessment methods and indicators system,improved the detail of the standardized operation of performance appraisal and optimized work,and done better for the countermeasure that the result of performance appraisal and feedback work put forward to improve the performance of current Participation Unit assessment methods.
