Basic public service is generally dominated by the government,designed to protect the basic needs of all citizens.At present,our country is in a critical period of build a well-off society in an all-round way.To establish and improve the basic public service system is an urgent need to promote social harmony and stability,and to maintain social equity and justice.With the rapid development of economic society and the implementation of the strategy of governing the country according to law in an all-round way,many of the basic needs of the people's livelihood areas often need to be adjusted through legal relations and legal issues to meet.In the fourth Plenary Session of the 18 th CPC Central Committee,the Party Central Committee ordered to promote public legal service system covering urban and rural residents,strengthen the people's livelihood legal services.In the background of deepening reform and promoting national governance system modernization,the construction of public legal service system,is the objective need to promote the development of health service law,is the effective measure to meet the people's legal requirements,is the inherent requirement of socialist legal system construction China characteristics,is an important foundation to promote the overall planning of urban and rural areas,to maintain social stability and to promote the building of a harmonious society.In recent years,promoting the construction of public legal services is carried out around the development of exploration and practice.Shanghai also focus on economic and social development and people's demand for legal services,and constantly improves the public legal service network,effective integration of public legal services resources,vigorously develops public legal services,and continuously improves the ability and level of public legal services,and gradually explores a public legal service system with Shanghai characteristics the road,trying to provides the people with the public welfare,equivalence,universality,convenience of the public legal services.But as the situation changes constantly,the public legal service network coverage,insufficient supply,unbalanced development of contradictions have become increasingly apparent,the public legal services provided there is a certain gap between the legal ability and the demand of people's increasing.How to clarify the responsibilities of government and border,further improve the working mechanism,to a greater extent to stimulate the activity of social organizations,to promote a new level of public legal service work,has become research of problems by more experts and scholars of government departments.In this paper,the research perspective of the development of public legal services,including the analysis of the existing theory and the use of SWOT-PEST analysis method to carry out empirical research in two areas.In the aspect of theory research,combing the role of social contract theory of new public service,service-oriented government theory,principal-agent theory,theory and other aspects of the public legal services,analyzes the different requirements for public legal services in the development and construction of different theories.In empirical research,combined with the practice of Shanghai city to promote the construction of public legal services to explore,through the SWOT-PEST analysis method,a comprehensive analysis of the influence of politics,economy,society,technology,dimensions,advantages and disadvantages,opportunities and threats faced by the public legal services,and the establishment of SWOT-PEST analysis matrix,to find out the current public legal services the development of the construction process,and then from the political,economic and social,technological and other dimensions,put forward countermeasures,in order to provide reference for the development of public legal services.
