With the great development of our industrialized society, the disabled population caused by all kinds of production accidents and traffic accidents is increasing year by year. Nowadays, there are more than 80 million disabled people in our country, of which 30% is severely disabled people. The great disabled population brings much pressure to our social security and public services. In addition, with the development of social economy and improvement of people’s living standard, the demand of the disabled for public services improves faster, requiring more diversified and personalized services.The requirement of the disabled for the quality and quantity of public services makes our government to study how to provide more efficient services. It is imperative to reform the supply of public services for the disabled. On April 24,2014, six government departments, finance ministry, the ministry of civil affairs, housing and urban-rural development, human resources security, national health and family planning commission, and the China disabled persons’ federation, issued the document on paying attention to government purchasing services for the disabled. It shows central government attaches great importance to the undertakings for disabled persons, determines to improve the way to provide public services, and vigorously develops the service system for the disabled, which is more effective to solve some problems such as inadequate kinds, low efficiency and small coverage, bringing more convenience and benefits for the disabled.This paper takes the Beijing as an example. Through analyzing the latest data, by using SWOT-PEST model, it analyzes the advantages, disadvantages, opportunities and threats of Beijing government purchasing services for the disabled from the aspects of politics, economic, social and technological. At the same time, by learning the experiences from United States, Japan, and Sweden, it puts forward the countermeasures and suggestions to the existing problems of government buying services for the disabled in China.
