Natural disaster and crisis management is of great significance to guarding against and defusing risks.Triggered by natural forces and expanded by social factors,natural disasters cause varying degrees of damage to economy,society,culture,ecology,endanger people's personal and property safety,and bring irreversible trauma to people's wellbeing.Therefore,strengthening the management of natural disasters is highly relevant to people's livelihood.In managing sudden natural disasters,the government plays a leading role as it exercises public power and controls public resources.However,due to its span of management,managerial hierarchy and people's diversified needs after the disaster,sometimes government is untimely,inflexible,and in comprehensive in response to disasters.Social organizations for promoting social welfare have become an important force in the management of sudden natural disasters.From the 2008 Wenchuan Earthquake to the 2017 Jiuzhaigou Earthquake,the government and social organizations have been exploring the cooperation model.From the perspective of collaborative governance and guided by Professor Zhang Kangzhi's elaboration of cooperation in social governance,this thesis holds that cooperation is a form of coexistence and common behavior of human groups,and represents the interaction of all human groups based on common understanding.It is a brand-new social governance model,rather than innovation of means in the traditional one.Through analysis of the earthquake response in Jiuzhaigou,the author found that in emergency response to natural disasters,the establishment of the collaboration center by the government and social organizations is a major advancement in post-disaster emergency response.It's an explore of model in practice.By focusing on the analysis of the collaboration center,the author found that the deep-seated problems behind it deserve more attention.In interaction,the position of government and social organizations are not equal,that is,the two are dominated by the"control-dependency" relationship.In non-emergency situations,areas of cooperation are limited.The grassroots governments lack the awareness of cooperation with social organizations.The lack of trust between them is manifested in the lack of incentive measures and the lack of sustainability of cooperation.These problems have become major bottlenecks that hinder the effective post-disaster collaborative governance.In addition,the long-time omnipotent government concept,the weakness of social organizations resulted from their short-time and restricted development,the lack of trust mechanism and normalized governance mechanism and other conflicts all increased the difficulties for cooperation.Therefore,optimizing the cooperation structure in daily management,setting up a normalized cooperation platform,and establishing an institutionalized cooperation model are the preconditions for equal cooperation in emergency situations;improving the guarantee mechanism for cooperation and nurturing their cooperation has become the key to effective cooperation in emergency situations.
