Since the beginning of the21century, sudden natural disasters occur frequently, these events greatly affect the stability and development of society and economy, has brought great harm to the society, people’s life and property safety seriously affected, and even caused a national and even the world’s panic. How to effectively manage the natural disasters are more and more attention. In the construction of civil society, I hope the government can lead the profit organization, nonprofit organizations, media and citizens all social forces to participate in the process of natural disasters in. Among them, the government plays a leading role in natural disaster management, other social forces involved in governance."Wenchuan earthquake" occurred, as the leading, multi subject cooperation in governance known as "a crisis Chinese government since the founding of the most successful response" to the government, which also provides a new perspective for us. We should not overlook the power of multiple subjects. Therefore, in this paper, Sichuan Ya’an earthquake as an example, analysis of the existing multi subject of Chinese government involvement in natural disaster management process, use of multi center governance theory, and learning from the experience of management of disaster relief of the earthquake in Japan, to analyze the tactics, in order to improve the efficiency of natural disasters.
