Study On The Dilemma And Countermeasures Of Public Crisis Of Collaborative Governance Between Government And Social Organizations

With the deepening of globalization and the advent of risk society,public crisis governance become an important topic for every country.And the realization of the collaborative governance pattern between government and social organizations is the focus of the topic of public crisis governance.In recent years,China's government has gradually realized the importance of social organizations in responding to the public crisis,and has innovated various ways to promote the participation of social organizations in order to exert the synergistic effect of the two.However,since the government and social organizations have not yet formed a clear collaborative governance model,and the synergistic effect in response is not ideal.Therefore,it is necessary to study the dilemma and countermeasures of government and social organizations in the response of public crisis.To better play the synergistic effect of the two,realizing the pattern of collaborative governance of public crisis.The paper is from the perspective of Synergetics.First of all,to analyze the collaborative governance of public crisis between the government and social organizations.And the components,influencing factors and realization mechanism of collaborative governance are explained respectively.Secondly,to analysis the dilemma of lushan earthquake in sichuan,minxian earthquake in gansu and ludian earthquake in yunnan from control parameter,self-organization and order parameter of Synergetics.At the same time,pointing out the reasons: lacking laws and regulations for the social organization management and public crisis governance,lacking collaborative governance concept of the government,lacking coordinating organization of public crisis,lacking synergistic mechanism,lacking the governance ability and credibility of social organizations.Finally,drawing lessons from the experience of foreign developed countries and combining with the relevant theoretical elements of Synergetics,putting forward five aspects of the countermeasures: perfecting the relevant laws and regulations,establishing collaborative governance concept of the government,setting up a coordinating organization of public crisis,building synergistic mechanism of public crisis and improving the public crisis cultivation system for social organizations.
