Research On Public Crisis Relief Based On The Theory Of "Collaborative Governance"

Since the 1980 s,with the deepening of reform and opening up policy and development of the socialist market economy,steady and rapid development of society and economy has been guaranteed and a the same time,people's living standards improved significantly,However,all kinds of crisis,such as safety accidents of industrial production,incidents of public health security and natural disasters,etc.,have seriously endangered the development of the social economic coordination and people's lives and property safety.Therefore,it has become an inevitable trend and strategy of China's development to improve the ability of government's management and communication and coordination in dealing with public crisis.For the successful experience of foreign countries,the effective way to cope with the crisis is the aid system formed by the government,social organizations and commercial insurance.With the improvement of China's economic system and the continuous growth of social organizations and enterprises,China has ability to establish a collaborative governance system with the government.Taking "3 · 21 Xiangshui explosion" as a case,based on the collaborative governance theory,failure theory for the government,social organizations and commercial insurance in a crisis aids when studies the linkage,points out the concept of "universal" government shackles,loss of the government of social organization and less cognition of commercial insurance.This paper analyzes the causes of the existing problems and puts forward the countermeasures to improve the public crisis relief capacity from the perspective of collaborative governance.First,establish the concept of government collaborative governance;Second,the establishment of multiple public crisis coordination mechanism;Third,the introduction of insurance system and crisis aids.The quality of public crisis help is related to the prestige of the government in the hearts of people,social stability and national security.As for,Crisis Aids,most of theories involve the government,while there is little discussion on the cooperation of social organizations and commercial insurance with the government in public crisis aids.In view of this,this paper attempts to promote the capacity of China's public crisis aids.
