Research On Market Supervision Of Zhenjiang New District From The Perspective Of Collaborative Governance

The establishment of a modern market supervision system is an important guarantee for promoting the transformation and upgrading of government functions,maintaining fair competition in the market,and fully stimulating the vitality of the market main body and the innovation power of the market elements.It is an important task to carry out the new development concept and construct the modern economic system.Based on the core concept of co-construction,sharing and co-prosperity of multiple subjects contained in the theory of collaborative co-construction,this paper analyzes the basic situation,problems and reasons of Zhenjiang New District in the daily market supervision.This paper explores the specific ways to realize the innovation of market supervision in Zhenjiang New District,and then provides a certain reference for our country to build a new pattern of efficient scientific market supervision based on the rule of law and supported by self-discipline and social governance.Through solid survey and theoretical analysis,this paper hold the view that a consistent effort and trial have been made in the area of Zhenjiang New District,such as popularizing relevant laws and rules,carrying out the rule of supervision,acting as the role of “a good platform”,optimizing the industrial atmosphere,further promoting supply reform,improving the information database of each enterprises,building reward and punishment mechanism based on integrity,as well as increasing inspections according to market performance.However,from the perspective of collaborative management,the market supervision work of Zhenjiang New District has the problems of weak government-to-enterprise supervision,lack of cooperation among supervision organizations,and limited supervising efficiency,etc.The main reasons for these problems are the lagging behind of the law enforcement,the default of a cooperative supervision pattern,lack of negotiation and innovation,etc.On the basis of collaborative management and its requirement upon theory,approaches,platform,mechanism as well as innovation,the supervision task of Zhenjiang New District could be accomplished through aspects of further strengthening relevant laws,constructing multi-party cooperative supervising pattern,bridging a new negotiating and coordinating mechanism,as well as further simplifying administrative procedures,delegating powers to lower levels,so as to innovate the management procedures and to better fulfill the purpose of supervision.
