Framework Borrowing And Model Building:a Path Of Action For Social Forces To Participate In Community Correction

Community correction,which is the significant part of the governance of the grassroots society in China,has the dual nature of penalty and sociality.Besides,the participation of social forces in community corrections is also an important manifestation of the modernization of governance structure.In order to advance the modernization of the governance structure in the new period,it is necessary to reform and improve the system and mechanism of social governance based on the actual and development characteristics of governance,and to promote the formation of a governance structure that is shared by the government and society.The development of community corrections must also guide social forces to play a comparative advantage,improve the efficiency of community corrections,and promote the formation of a good social order from the characteristics of corrective work.At present,the participation of social forces in China's community corrections is still in its infancy,and the quality of some current participation activities is also uneven,showing the immaturity of participation.The main reasons are as follows.On the one hand,the development of China's social forces is not yet mature,and lacks a certain awareness and capacity of participation.On the other hand,there is still a lack of necessary institutional arrangements on the current social forces involved in community corrections,along with the lack of legal support on participating in channel congestion.Defining the social forces' participation in the community correction model and action path has become an important prerequisite for community corrections.The government needs to understand the expertise of community strengths,and the social forces must be familiar with the particularities of community corrections.With mutual understanding,the two parties will be able to clearly identify the points of mutual participation.From the participation of social forces,this article adopts qualitative research methods and the social forces of the W city in the middle to participate in community corrections as an example to construct a theoretical model of community correction for social force participation,and to clarify patterns and action paths of community corrections for social participation.The paper mainly adopts the theory and practice of community,social organization,and social work joint governance to construct participation model of social forces and community corrections from the semantic framework of participation,deduction strategy,and factor operation.The main contents of this paper are as follows.Firstly,the paper introduces the social background,research overview,research methods,and related theories.Secondly,from the static and dynamic perspectives,it summarizes the ideal types of community correction for social forces;and then it analyzes the current situation and predicament of social forces participation and community corrections development on W city,selects typical issues,and grasps the specific characteristics of the practice cases.And at last,from a macro perspective,the paper explains the measures and action paths for social force participation.At present,there are still insufficient social propaganda for community corrections,lack of institutional arrangements for participation,and the development of social forces is also imperfect.To fully unleash the power of social forces in community corrections,it is necessary to explore possible paths and routes for improvement,and promote the participation of social forces in community corrections,from developing the professional service perspective of social work,stimulating the vitality of social organizations and strengthening community building.It is necessary to strengthen social advocacy for community corrections,promote government purchase of social services,cultivate social resources,improve participation systems and organizational arrangements,promote social forces to participate in community corrections,and form a positive interaction between community building and community correction.Community,social organization,and social work collaboratively participating in community corrections can provide community corrections and community prisoners with close and professional services.It is helpful to alleviate the lack of community correction resources,create a good atmosphere of community correction culture,and improve the efficiency of community corrections.This is both the demand for internal development in community corrections and the opportunity for the development of social forces and the realization of their values.
