Before 2000,Turkey did not want to be involved in the vortex of the Middle East,and its acceptance in the Middle East countries was low.In 2002,the rise of the AKP and the political and economic transformation in Turkey coincided with the deterioration of the regional situation after the Iraq war,which led to the change of Turkey's foreign policy toward the Middle East and the strong momentum of radicalism.Under the AKP leadership,Turkey not only intervened more extensively in the Middle East,but also clearly set forth its leadership in the region.Turkey and the Middle East countries have far-reaching historical and cultural origins.This relationship is used by the AKP to support its legitimacy in participating in the Middle East affairs and believes Turkey has the responsibility of safeguarding peace and stability in the region.Turkey first pursued a "zero-question" foreign policy.That is,zero-issues with neighboring countries,the balance of security and democracy,the proactive and preemptive peace diplomacy,the multi-faceted foreign policy and the rhythmical diplomacy.Although ostensibly politicized,the "zero problem" is also the goal that Turkey is looking forward to for its economic cooperation and interdependence with the Middle East.In order to promote economic cooperation,Turkey has taken some promotion measures,such as canceling and liberalizing visa requirements and advocating regional economic integration.As a long-term strategy,this policy is conducive to promoting the peaceful relations between Turkey and the Middle East countries.However,"zero problem" is not "no problem" and the policy is only to hinder the dispute between the two parties.After the Middle East was changed,the "zero-question" foreign policy was challenged by regional unrest and was no longer viable.During the period of regional turmoil and multiple crises,the "Arab Spring" turned into a game of civil war and geopolitical power.Turkey cannot escape this drastic change and create a negative environment for its foreign policy.At this stage,instead of maintaining the status quo,Turkey has become a revisionist nation that has begun to threaten the Middle East government.Turkey clashed with the European Union,the United States and Russia,as well as being abandoned by most of its neighbors.Since 2014,the AKP has expanded its diplomatic thinking of "peace in the country and peace abroad" and has implemented diplomatic policies with multiple delineations.On the one hand,the one-way pro-Western policy has gradually shifted its diplomatic vision to the Middle East and Central Asia;another In terms of diplomacy,China should actively exert its soft power in efforts to build Turkey into a "center power" with strategic depth.Although Turkey and the U.S.-led Western forces have vilified each other,they have not thoroughly tom their faces;although relations with Russia have improved,the trust between the two countries is limited and the relationship is not unreliable;although he actively participated in the mediation of Middle East affairs and established extensive cooperation with Middle Eastern countries,Middle Eastern countries still have doubts and alertness against Turkey.A diversified and balanced foreign policy is a choice made by Turkey after weighing its domestic and international conditions.However,it is full of challenges.
