Study On The Institutionalization Of Chinese Political Party Consultation Since The 18th CPC National Congress

The political parties' consultation is a reflection of the top-level design of the theory of socialist deliberative democracy in China,it is a very important part of China's socialist consultative democracy system and also a very important way for the Communist Party of China to improve its governance capability.At the same time,it has its unique advantages and huge role in coordinating and promoting the“four overall”strategic layout.The development of political party consultation has become increasingly important since the 18 th National Congress.The institutionalization of political party consultation is the process and track of the institutionalization of the party's negotiated party.That is,by formulating,optimizing and strictly implementing relevant systems,we should standardize the subjects,contents,forms and processes of Party consultation,so as to transform and implement consultative results and achieve the purpose and goal of negotiation.Therefore,the system superiority of the party consultation in our country is given full play,and the party consultation is getting more and more people's value identification.In other words,the institutionalization of political party consultations is the institutionalization of the channels that will facilitate the expansion of democratic and orderly political participation by democratic parties,non-partisan individuals and the Federation of Industry and Commerce,and institutionalize the channels through which opinions can be unblocked.Furthermore,it is more conducive to the promotion of political consensus and a wide range of cohesive forces.Finally,it not only effectively promoted the scientific democratic decision-making but also promoted the development of the national governance system and the modernization of governance capacity.This article is divided into three major parts: The first part is the basic theoretical analysis of the institutionalization of Chinese political party consultation,based on the related concept analysis and relevant official documents from the 18 th National Congress,this paper designs an analytical framework for the institutionalization of political consultation in China,it also expounds the theoretical value of the institutionalized construction of political party consultations in China's long history and culture and its significant value and significance to China's modern and future development.The second part introduces the status of the institutionalized development of Chinese political party consultation since the 18 th National Congress.In other words,Firstly it introduces the practice process of institutionalized development of Party consultation in China in time sequence;Afterwards,some static deficiencies in the institutionalized development of political parties in China since the 18 th National Congress were discussed.At the same time,it compares with the western countries' political consultations to illustrate the advantages and achievements of our party's consultations.The third part is about some of the ways to continue to work hard to promote the institutionalization of China's political party consultation since the 18 th National Congress,including the important principles that should be adhered to and the concrete measures that can be implemented.
