The Research On Mechanism Innovation Of The Smart Government In Governance Transition

Driven by the revolution of information technologies and data technologies such as the Internet of things,big data,and cloud computing,a fundamental transfer has taken place in human society,including government.The information of the government has gone through the stages of digital government,e-government,mobile government and smart government,which improves the hardware function of the modern government.The world has begun to set off a wave of the research on the construction of smart government,reshape the governance model and operation mechanism to adapt the development of the big data era.At present,the smart government is a current buzzword in government construction,experts and scholars in related fields are actively exploring.Smart government belongs to the advanced stage of the government in the development of information technology,and it is a new mode of government operation and governance.It is based on intelligent sensor equipment,with information processing technology as the support,with the new operating mechanism as the guarantee,and collaborative governance as the means,adhere to the people-oriented concept of service,for the public to provide multi-level,personalized products and services.The development of smart government is relatively late,and there are some problems as well as achievements.Based on the relevant knowledge of the wisdom of government,previous research results and the current development of government learning,people found the research is relatively lack of mechanism innovation of the smart governance in transition and does not have systematic.There for on this issue should be focus.It attempts to explore the mechanism innovation of the smart governance in transition.Firstly,people read,summarized and learned the relevant literature and theory in order to lay the foundation for content research.Secondly,in depth analysis of the current development of the world,combined with the reality of our country to explore the smart governance trends in transition.Thirdly,on the basis of governance transformation trend,this paper analysis hierarchical and process on mechanism innovation form static and dynamic states.Especially on dynamic states,combined with the big data era,the method of the government process is used to make process analysis of smart government mechanism for Innovation.Finally,people try to combine the Tangshan City government service center with the public service as the breakthrough point.to further explore the applicability of mechanism innovation.Meanwhile,in order to adapt to this mechanism,people would like to imagine how to improve and enhance the participants.
