Research On The Smart Governance Of Xi'an Municipal Government In The Era Of Big Data

The birth of anything has the inevitability and logic of its historical evolution.In the era of big data,the path of government governance has changed,and smart governance has emerged.It provides a brand-new possibility for the innovative development of local government governance.Based on the theoretical dimension,in the context of the era of big data,the introduction of case studies to conduct a detailed study of the smart of Xi'an government governance is conducive to further deepening and discussion of governance theory at the level of instrumental rationality and value rationality.Based on the practical dimension,the State Council's approval of the "Guan zhong Plain Urban Agglomeration Development Plan" marks the key stage for the development of Xi'an.The increasing degree of informatization in the new era and the potential in the Xi'an government's resolution of increasingly complex and diversified social issues make this study particularly necessary.The purpose of this paper is to study the existing problems and causes of the smart governance of the Xi'an Municipal Government,combining relevant classic cases,putting forward countermeasures and finding a practical and feasible governance path.The paper analyzes the current situation of smart governance of Xi'an government in the era of big data.Based on the background of big data,this part sort out the current situation of smart governance of the Xi'an Municipal Government,from the dimensions of the level of smart governance,the support of technologies and government policies,and the promotion of industrialization and application,which means laying a good foundation for the next part;Taking Xi'an as a sample,the paper conducted a case analysis of local government smart governance.From the standpoint of the data peasant awareness to hinder the government's collaborative governance process,the sluggish pace of disclosure of government information,the unfair phenomenon caused by data capacity gap,and the impact of information technology on personal rights,etc.,to analyze the causes of the problem profoundly and explore the concept and governance of big data.The lack of thinking,many deficiencies in the process of opening and sharing of government information,and the bureaucratization of technology have brought about a new moral order,as well as the absence and lag of related laws,regulations and policy standards,in order to achieve universal research purposes;Finaiiy,making a systematic analysis of the smart of the Xi'an Municipal Government,combined with the successful experience of domestic and foreign cases.Finally,based on the reconstruction of the value concept,we reiterate the promotion of public value self-improvement;based on the subject's diversified development,we emphasize accelerating the reform of the government and strengthening social development;based on the process of adaptive transformation,we propose the integrity of the governance process dynamic debugging;based on the level of optimization and upgrading of protection,we discuss the improvement of relevant laws and regulations and personnel training mechanisms.
