Research On The Social Security System Of Migrant Workers In The Process Of Citizenization

With the loosening of the household registration system and the acceleration of industrialization after the reform and opening up policy in 1978,a large number of rural surplus labor forces go to the cities to find jobs.At present,the total number of migrant workers in China has exceeded 280 million.Nearly 170 million migrant workers go to other cities far away from their hometown.The large number of migrant workers from rural areas entercitiesto work,not only bringing continuous motive power to the economic and social development of the urban cities,but also bringing a lot of problems to urban social harmony and stability.How to eliminate unfavorable factors to make migrant workers work,live and integrate into urban society better has become a hot topic of government,experts,scholars and the public.The report of 19 th CPC National Congress proposed to accelerate the citizenization of the population of agricultural transfer.In 2018,No.1 Central Document of CCP also put forward to promote the transfer of rural labor force and accelerate the transfer of agricultural population into the urban basic public service system.Although the national policies actively support the citizenization of migrant workers,there are many obstacles in the reality of migrant workers' citizenization.The main reason is that migrant workers lack social security rights.Therefore,it is necessary to improve the willingness and ability of the citizenization of migrant workers by solving the problem of social security of migrant workers.Based on the Marxist theory of social security,this paper studies the social security of migrant workers by the methods of literature analysis,comparative research,institutional analysis and interdisciplinary research.In the first part,the research status at home and abroad is introduced and commented in detail,which provides a reference for further research.In the second part,I define the concepts and theories related to migrant workers and their social security,and determine the scope of research.In the third part,I summarize the status of social security in the process of rural migrant workers' citizenization by reference to a large number of authoritativedata,and give a detailed explanation of the problems existing in the social security of migrant workers.In the fourth part,I point out the restrictive factors that affect the construction and improvement of migrant workers' social security system from the three aspects of migrant workers themselves,the society and the government.In the fifth part,on the basis of establishing four basic principles to improve the social security of migrant workers,I put forward the concrete strategies to improve the social security of the migrant workers from the perspective of the government,the society and the migrant workers.I emphatically explain the Countermeasures of the government system construction and administrative management.In the last part,I summarize the paper and point out the shortcomings of this paper.I also put forward the direction to study hard in the future.It is of great significance to solve the problem of social security of migrant workers and promote the citizenization of migrant workers in the present day of building a well-off society in an all-round way and realizing the Chinese dream of the great rejuvenation of the Chinese nation.Politically speaking,it is beneficial to consolidate the ruling base of CCP.In an economic sense,it will help to promote China's economic development and industrial transformation and upgrading.In a social sense,it is conducive to social harmony and stability.From a personal perspective,it is conducive to the all-round development of migrant workers and the dual transformation of occupation and identity.Therefore,we should pay more attention to migrant workers,to ensure that migrant workers can achieve the goal of“equal work,equal pay and right”.And we should solve the problem of migrant workers' social security as soon as possible,so that migrant workers can really integrate into the city.
