Research On Innovation Of Grassroots Social Governance Under The View Of Modernizing Governance

The "decision of the CPC Central Committee on comprehensively deepening the Reform" adopted by the third Plenary session of the 18 th CPC Central Committee points out that the overall goal of comprehensively deepening the reform in China is to promote the modernization of the national governance system and governance capability.19 th CPC National Congress reports on strengthening and innovating the field of social governance,put forward the establishment of a social governance pattern of co-construction and co-management and sharing,and puts forward the system construction of social governance,raising the level of the four modernizations and strengthening the construction of the four systems.At present,with Chinas economic and social development into a new normal,social transformation accelerated sharply,the pace of social modernization obviously accelerated,the environment of social governance is more complex,and presents a state of unbalanced development.In this context,the local exploration of "Interaction between Government and Society" came into being.Among them,Wuxi Binhus "Interaction between Government and Society" reform has made great achievements.However,with the deepening of social transformation,some problems involved in "Interaction between Government and Society" are increasingly emerging,thus affecting the better play of social governance innovation.Based on the above background,this study discussed in governance of modern horizon,grassroots social governance model innovation problem,concrete in Wuxi Binhu "Interaction between Government and Society" practice as an example,this paper discusses the current situation of its Interaction between Government and Society and problems,and proposes countermeasures and Suggestions to perfect the Interaction between Government and Society,and provide reference for other similar basic social governance.This paper first introduces the selected topic background and significance of topics,material analysis of domestic and international community "Interaction between Government and Society" mechanism,carding theory of related concepts,itsown research ideas and methods are put forward.Through on-the-spot investigation,interview,query information on Wuxi Binhu introduces the present situation and the operation mode of the grassroots community,reveal,Wuxi Binhu problems existing in the grassroots community governance,and the existing problems of in-depth analysis.Limitation of community governance from out and solve the external environment,put forward the wuxi binhu new area "Interaction between Government and Society" in the grassroots community governance mechanism of constructing ideas and Suggestions.Through the investigation and analysis,found that Interaction between Government and Society in Binhu,Wuxi City problems mainly includes three aspects:lack of consciousness of community residents to participate in Interaction between Government and Society,dominated tradition of community organizations tend to be heavier,community organization and coordination does not reach the designated position;The main reasons for the above problems are found in the in-depth study: the policy propaganda of "political and social interaction" is not enough,the transformation of government functions is not enough,and the institutional mechanism is not enough.In conclusion on the basis of the problems and reasons,this study based on relevant theory and practice proposes countermeasures and Suggestions to perfect the Interaction between Government and Society in Binhu,Wuxi City,mainly from the functions of the government,social organization cultivation,community governance construction ability," Interaction between Government and Society " series of mechanisms to build four aspects.In this way,we can promote the development of "political and social interaction" to the benign and higher level,thus promoting the stable development of harmonious society and the continuous improvement of people's living standard.
