The reform of public institutions has gone through a long history in our country,and it has been solved to some extent.Institutions are established to meet certain specific functions such as education,science,technology,culture,health,sports,and medical care.Therefore,there are professional and comprehensive differences between the institutions and the general government,and there are great differences between the employees of the institutions and the government civil servants,which also determines that their use and assessment should be differently.However,at present,the assessment of employees including technical personnel in most institutions of our country is still the "way" for the assessment of civil servants.The assessment is not strong and the assessment incentive is not in place,which leads to many problems in the assessment of the technical personnel of our institutions.Therefore,this paper,based on the collection of relevant performance evaluation data,understands the connotation and specific significance of performance evaluation.Under the guidance of public management theory,it reanalyzes and understands the methods of performance evaluation,uses the civil service performance evaluation and the 360-degree performance assessment theory for reference,and collects and integrates the domestic and foreign scholars to the technical personnel of the institutions.The research methods of performance evaluation,contact the actual consideration of the advantages and disadvantages of each method,try to put forward the corresponding solutions for the problems existing in the assessment of the technical personnel of the institutions of our country.Of course,there are many types and large numbers of institutions in China.It is impossible for this article to assess all the institutions at a time.Colleges and universities are a typical institution,and technicians are the most typical and most occupied part in universities.In order to better measure the performance level of the technical personnel in Colleges and universities,we have made the creative transformation of the "virtues and diligence" of the civil service appraisal.The meaning of the civil servants' morality and honesty is merged into the teacher's morality,the performance and the meaning are divided into teaching and scientific research.Performance evaluation.According to the present situation of H University technical personnel performance evaluation,the existing problems are analyzed,and the 360-degree performance evaluation system of the enterprise is used to construct an effective performance evaluation system for technical personnel for H University.On this basis,a good evaluation index system will be constructed and applied to the performance assessment of 500 technicians selected by H University.From the results of the assessment,it is found that there are some problems in the performance assessment of H school teachers,such as the conflict between organizational goals and individual goals,the conflict between the strategic goals and the short-term goals,the imperfect performance appraisal system and the weak service ability of the personnel departments.At the end of this paper,after learning from the performance appraisal experience of western countries and universities,this paper puts forward some ideas for the 360-degree performance assessment of the general public institutions in China,and also puts forward some suggestions for the improvement of the performance evaluation of technical personnel in H University.
