As the theory and way of performance evaluation imported from western countries, it is being put into practice in local taxation department gradually. With the reform in our government advanced steadily, X branch of Xi'an Local Taxation Bureau has taken great changes in function of management, mode of production, reform of organize and so on. On the other hand, more and more people have safeguarded their rights and make sense of their customers' interests. All of the above have set new tasks for performance assessing system to X branch of Xi'an Local Taxation Bureau. So the leader of X branch is in urgent need a set of effective and operational target performance assessing system.For X branch of Xi'an Local Taxation Bureau, whether in quality evaluation of revenue collection and management or responsibility of tax law enforcement evaluation, tax department evaluation is still paused in yearly evaluation and gradation is often made by higher authority department to subordinate department, rarely a full-view evaluation. Evaluation only emphasizes tax collection-and-management and law enforcement, gives less consideration to improving service quality and satisfaction of tax payer. This thesis combines the author's experience of grass-roots tax work, uses performance management theory, from diversification perspective, introduces comprehensive performance evaluation model, explores a new concept about grass-roots tax department performance evaluation with 360-degree performance evaluation method that suits the condition of X branch of Xi'an Local Taxation Bureau and makes a beneficial exploration for 360-degree performance evaluation method application in China's public department.The article comprehensively uses literature method, qualitative analysis, determination for nature analysis and so on, and analyzes the problems that exist in the performance evaluation of the department with surveying the conditions of X branch of Xi'an Local Taxation Bureau. On the basis of a comprehensive survey of the organizational goals for the tax authorities, introduces comprehensive performance evaluation model. With the basis, using the 360-degree performance evaluation method to design the key performance management indicators, and applying specially in X branch of Xi'an Local Taxation Bureau, it puts forward a countermeasure suggestion that to make the Internal Revenue Service Performance Evaluation in X branch of Xi'an Local Taxation Bureau.
