Research On The Development Of Community Social Organizations From The Perspective Of Collaborative Governance Theory

With the development of China's economy,the relationship between government and society is changing constantly,social needs is becoming diversified increasingly,since reform and opening up.Community social organizations undertake part of public service function which shifted from the government and the residents' committees,and plays a vital role in supply of public service in communities.Its development seems to be a trend of the times for social needs,a key topic at the domain of community governance.This article states the background and meaning by researching the importance,realistic difficulties and paths of community social organizations development as an entry point.This paper under the perspective of collaborative governance theory,aims to analyze the development of China's community social organizations,which is based on immense amounts of concrete research on literature review and field-based research on its development and status quo in H town where is located in Fengxian District Shanghai.The research has found out the shortcomings in the establishment of community social organizations,pinpointed the cause and explored new paths.This article deals with research methods include:literature research,depth interview and questionnaire survey,involves two theories:civil society theory and collaborative governance theory,which provided a basis in theory for the research.This article researches the collaboration and development between the community social organizations.Firstly,by researching around the collaboration and development between the community social organizations and the government:the development of community social organizations accelerates because of the government's social function transfers,and social demand rises.We found there are difficulties in community social organizations functioning among institution and policy perspective.Secondly,analyzing the collaboration and development between the community social organizations and the residents' committees.It founds that strengthening communication and cooperation by both sides facilitate and develop the organization growth because of the redivide of rights and obligations in community-affairs.In the traditional perspective,the cooperation mechanism which is needed to be innovated and community administrative service are the realistic obstacle.Thirdly,summarizing around the collaboration and development between the community social organizations and residents.The implications for the development of community social organizations is not only to furnish diversified and professional common services for meeting the residents' need but also earn credibility.Community social organization faces the challenges of the realistic obstacle of inability and lack of independent In providing public services.We found four challenges in public services providing in the community social organizations.It provides the platform for the participating of residents and volunteers,in order to raise autonomous consciousness,on the other hand,also solve the problems with local conditions in residents' widening participation and promote the development of public services.Based on the deep research of the above three patterns,the realistic logic of social organizations development has been found:An integrated development between the community social organizations and the government;The collaborative development between the community social organizations and the residents' committees;The participatory development between the community social organizations and the residents.The first one,the integrated development between government and community social organizations.The second one,the collaborative development between community social organizations and the residents'committees.The last one,the participatory development between community social organizations and residents.This paper raise the pertinent suggestions in the development of community social organizations based on the above three patterns:First,perfect the cooperation mechanism.It means setting concept of multi-collaborative,expanding the channel of multi-collaboration,achieving cohabitation of multi-subject.Second,deepen cooperation contents,Require for continuing to advance services purchase,abundance and professional public services are provided by community social organizations,in order to satisfy the demands of commmity,recruit residents to participate in the volunteer.Three,strengthening the construction of community social organizations itself strengthened.The development of community social organizations are inseparable from residents' sense of approval.Only continuously strengthen its capacity building,perfect internal organizational structure of governance mechanism,increase residents' interaction,provide personalized and professional public services for residents,can community social organizations realize development goals.
