work well in the new period and the guarantee of solving all kinds of development problems in the new period.After the general policy is determined,the key lies in the execution.At present,with the accelerated transformation of government functions in our country,governments at all levels are working hard to implement the work and enhance the government's executive power and credibility.In particular,the executive power of grass-roots government,which has the closest ties with the masses,has a direct impact on the implementation effect of the higher-level decision-making arrangements.However,due to the influence of various factors,in some areas and fields,it is common to emphasize decision-making,light implementation,heavy deployment and light inspection.As the main means for grass-roots government to carry out its work,grass-roots government supervision has attracted more and more attention from the government and society.The starting point and end point of supervision and inspection work is to grasp the implementation.Strengthening supervision and inspection work is a key link in promoting the government system to fully implement the party's and government's major decision-making arrangements,is a powerful means to promote administration according to law and improve the government's executive power,and is also an inevitable requirement to promote style change and ensure the smooth implementation of government decrees.At present,the grass-roots government supervision work has also achieved certain development in the exploration of all levels of government,forming a distinctive grass-roots government supervision work system and achieving the development goal of promoting the implementation of all levels of government work.However,we must see that there are still many problems in the supervision of grass-roots government affairs,such as the lack of a perfect supervision guarantee mechanism for the supervision departments,the poor supervision channels,the single and inefficient supervision means,the weak supervision work system,the imperfect supervision feedback mechanism,and the difficulty in rectifying the problems arising from supervision,which to some extent restrict the role of grass-roots government affairs supervision in better serving the local economic development at the grass-roots level.As the bottom of the administrative system in China,the grass-roots governmentis the direct manager of social affairs in the country's largest geographical area.It should not only implement the decisions made by the central and higher levels of government,but also implement specific administrative actions to deal with social and public affairs.Therefore,the study of grass-roots government supervision and solving the existing problems plays a very important role in promoting the improvement of grass-roots government supervision,implementing the central,provincial and municipal decision-making arrangements,improving the execution of grass-roots government and establishing good government credibility.This paper uses the methods of literature research and questionnaire survey to analyze the current situation and existing problems of supervision work in R City in recent years on the basis of theoretical explanation and case analysis.Based on the two-factor incentive theory of management and starting with the supervision staff,this paper studies the incentive of supervision cadres at the grass-roots level,and on this basis,puts forward relevant countermeasures to improve the supervision work of the grass-roots government and improve the level of work.I hope this study can provide valuable reference for improving the supervision of grass-roots government affairs.This paper is divided into six chapters.In the introduction part,it introduces the research background,significance,purpose,main contents and research status at home and abroad,and expounds the research ideas and methods.The second chapter focuses on the concept of the two-factor theory studied in the article,and outlines the application of the two-factor incentive theory in government supervision.The third chapter takes R City as the research object,studies the basic situation and existing problems of R City's government supervision work through searching materials and interviews,and analyzes the causes of these existing problems.The fourth chapter,based on the analysis in the third chapter,discusses and analyzes the two-factor theory in the practice of government supervision in R city from the aspects of health care factors and incentive factors.The fifth chapter has carried on the general sublimation,in order to be small and large,through the practice and analysis of the two-factor theory in R city's government supervision work,to think about how to improve the level of grass-roots government supervision work,and put forward relevant countermeasures and suggestions.The sixth chapter is a summary of the full text.
