Empirical Study On Local Governments' Purchase Of Public Legal Services

Public legal service is one of the important measures of service-oriented government construction.Since the 18 th national congress of the communist party of China,administrative organs across the country have been earnestly implementing the instructions of general secretary xi jinping on public legal services,and constantly promoting the construction and improvement of public legal services.The fourth plenary session of the 18 th CPC central committee also proposed to build a public legal service system covering both urban and rural areas,thus,China's public legal service construction has entered a new period.The construction and improvement of public legal service is the inevitable result of the transformation of government concept,the proper meaning of service-oriented government construction,and the beneficial practice of people-centered development concept.Therefore,it is necessary to vigorously promote the construction and improvement of public legal service.Due to the late start of the research on public legal service in China,there are still a lot of imperfections.It is necessary to actively learn from the beneficial experience of foreign countries on the basis of our own actual situation and constantly improve our public legal service system.At present,local governments in China have been actively engaged in the practice of public legal services and achieved corresponding social effects.However,as China has a large population and the social and economic development of different regions is quite different,people's demand for public legal services is also changing accordingly.Therefore,we need to keep up with the changes and strive to keep supply and demand on the same track.By taking ZZ city of henan province as the research object,this paper analyzes the achievements made by ZZ municipal government in the process of purchasing public legal services,the existing problems and puts forward corresponding solutions.This paper is divided into five parts,the introduction part from the background of the topic,the significance of the topic,domestic and foreign research status and development of dynamic analysis,research ideas and research methods,innovation and shortcomings are described;The second part elaborates the relevant theories of local government's purchase of public legal services.Firstly,it elaborates the basic theories of government's purchase of public legal services,namely the analysis of relevant concepts,purchase characteristics,transformation of governmentfunction concepts and the analysis of relevant elements of government's purchase of public legal services.In the third part,empirical analysis is carried out to pave the way for the refinement of the following questions by comparing.The fourth part,on the basis of the foregoing,analyzes in detail the problems existing in the purchase process of the two governments,that is,the purchase mechanism is not sound,the government responsibility is not clear,the content and form of public legal services are single and the relevant market is not sound.In view of the above problems,the reasons are analyzed from three aspects,namely,lack of practical experience,incomplete transformation of government ideas and lack of supporting laws and regulations.The fifth part puts forward four solutions on the basis of clarifying the problems and causes,namely,accelerating the construction of a perfect system and mechanism,accelerating the transformation of government functions,exploring a new supply model of public legal services and perfecting the market of public legal services.
