Research On Legal Aid Supply Mechanism Based On Cross-sectoral Coordination Theory

Since the establishment of the legal aid system in China in the 1990 s,it has experienced a process of continuous improvement from scratch.There is no doubt that the establishment of this system is of great political and social significance to protect the basic rights of citizens,realize judicial justice and promote social progress.However,under the influence of some practical factors,the system has encountered corresponding problems in the process of implementation,and the nature of legal aid determines that government responsibility and social responsibility should be coordinated with each other.The concept of cross-departmental coordination plays a prominent role in environmental pollution,post-disaster management and so on.This work concept can fully integrate all kinds of societies.Superior resources and absorbing all kinds of organizations to join the public legal service have an advantage position in solving the legal problems existing in the society.In view of the problem of insufficient supply of legal aid in economically underdeveloped areas of our country,taking area A of Sichuan Province as an example,this paper highlights a distinct feature of area A in the process of carrying out legal aid work,that is,inter-departmental cooperation,based on this.Based on the theory of cross-departmental coordination,the author selects two typical cases of area A in the practice of legal aid in the course of the research.The first case highlights the coordination between legal aid institutions and local judicial organs.Case 2 highlights the synergy between legal aid agencies and local law firms.As a result of the two cases,it is not difficult to find that in the process of implementing legal aid in the region,The cross-departmental coordination not only promotes the improvement of the local legal aid work mechanism,but also enriches the supply structure of the legal aid staff,and finally improves the citizens' sense of access in judicial cases.By analyzing the practical operation of legal aid in area A of Sichuan Province,the author puts forward a solution to the problem of insufficient supply of legal aid in economically underdeveloped areas: first,unified legislation.Efforts should be made to solve the problem of the low rank of legal norms in the current legal aid system,to further improve the content of the legal system in the form of legislation,and to improve the attention of governments at all levels to the work of legal aid.Second,the establishment of cross-departmental coordination of legal aid supply mechanism.The author discusses the composition and operation mode of the mechanism from the aspects of cross-departmental coordination,participants and so on.Specifically,it is necessary to strengthen the law.Cooperation between legal aid agencies and organizations such as the judiciary,the executive,law firms and grass-roots legal services,through the issuance of communications by the GovernmentCalling for mobilization,convening of joint meetings between coordinating subjects and conducting exchanges at all levels,so as to achieve synergy between legal aid institutions and the judiciary,other administrative departments of the government and grass-roots legal organizations.Enrich the supply structure of legal aid personnel and improve the quality of legal aid supply.
