Study On The Construction And Improvement Of Rural Social Assistance System In Ningyang County

Social assistance has re-started from the oldest social security and has increasingly become an important part of the social security system in New China,it is the last "safety net" for social security.Since the founding of the People's Republic of China,especially since the reform and opening up,the social assistance system has developed rapidly,especially in rural areas,which plays an important role in maintaining social stability in rural areas.However,compared with the level of economic development in China,or compared with the urban social assistance system,there are still some problems in the rural social assistance system,and there are still much room for improvement in many aspects,such as management mechanism,operational mechanism,work team construction,and coverage and assistance standards.In this paper,by using the method of literature research,questionnaire survey and personal interviews,a research on the construction of rural social assistance system in Ningyang County was built,and the research was improved based on the questionnaire survey and personal interviews.Some problems that existing in the construction of rural social assistance system and the reasons caused the problems were found out,the countermeasures with strong pertinence and good operability were also given out.In the first part,the background and significance of the research were introduced,the focus of this part was to derive the rural social assistance system from the aspect of the rural poor population in China.The research situation in China and abroad were analyzed,and the research methods,innovations and shortcomings of this paper were also pointed out.In the second part,the concepts and main supporting theories related to rural social assistance were introduced,some relevant contents were defined,and the research direction was confirmed.In the third part,the current situation of rural social assistance system construction in Ningyang County was introduced.The development course and working status of the "five guarantees" in Ningyang County were emphatically introduced.The system of temporary assistance,medical assistance,education assistance,disaster victims' assistance,housing assistance and so on were introduced briefly.And the management mechanism of social assistance in Ningyang County was also illustrated.In the fourth part,questionnaires and personal interviews on the implementation of rural social assistance system in Ningyang County were carried out,and the basic situation of the questionnaire survey was introduced.The problems of the rural social assistance system in Ningyang County were analyzed through the survey results,such as low public awareness,imperfect management system,still mainly relying on the government,and the need for flexibility in operating mechanisms.Based on the analysis of root causes,this paper find out the reasons,such as the lack of the main body of social assistance,the lack of staff service level,and the lack of scientific operation.In the fifth part,according to the problems reflected in the survey results,combined with the causes of in-depth analysis,improvement measure was put forward from the following four aspects,straightening out the operation mechanism of management mechanism,strengthening staff management,and realizing the diversification of assistance.
