In the era of knowledge and economic globalization,human capital has become the core resource.Talent policy makes a great difference on the effects of human capital,which cannot be neglected easily as a critical approach to achieve the goals of talent policy,policy tools becomes the main method to conduct analysis.Since the Chinese government has set forth the strategy of invigorating the country with science and technology and education,Shanghai has issued a series of policy text about talent development,and used a variety of policy tools in talent policy.However,there are some cross and missing in the policy goals and policy tools.Under these circumstances,this research conducts a textual and quantitative research on talent policy in Shanghai from the perspective of policy tools,which has certain significance both theoretically and practically.Following the research path of policy goals-policy tools-policy coordination,this research primarily conducts a systematic review on talentpolicies in Shanghai since 1995.Through building a three-dimensional analytical framework based on policy goals,policy tools and policy strength,this research then designs a handbook of policy quantification and develops a model to measure policy coordination.Finally the paper provides measurements and statistical analysis on policies,aiming to investigate the supply characteristic and coordination of talent policy,to find out the congestion and omission of policy system and to summarize the evolution of talent policy to a great extent.Based on the research,some findings can be reached as follows.Firstly,the supply characteristics of talent policies in Shanghai show an imbalance picture.There is an overflow of supply-type policy tools,however,and a lack of demand-type policy tools and circumstantial-type policy tools.The goals of policy attach a great importance to the quality and effectiveness of talents,but underestimate the mobility of talented personnel.Although policy strength varies in accordance with strategic adjustment,this cannot sustain in a long term.Also the stability of policy efficacy and strategic thinking performs poor.Secondly,through the review and analysis of the development and coordination of Shanghai talent policies,we find that there is a great difference between policy tools,with the best performance in supply-type policy tools.Coordination of policy goals has improved a lot but focus on different issues in different periods.Department coordination is enhancing gradually but policy strength is still weak.Thirdly,some problems are found in Shanghai talent policy system.On one hand,supply-type policy tools have been overused in the field of talent quality and talent efficiency,causing the dilemma of policy congestion.On the other hand,circumstantial-type policy tools are deficient in the field of talent flow and scale target,arousing the problem of policy absence.Finally,against the problems in Shanghai talent policy system,we put forward suggestions in terms of forward thinking of policy goals,multivariate combination of policy tools and stable improvement of policy strength.
