Research On Departmental Cooperation Mechanism Of Urban Management Law Enforcement

Modern city is an open and complex giant system.Multi-level related stakeholders and wide-area public affairs management determine the complexity of urban management.It also determines that urban management is not just the responsibility of a certain department,but the management activities in which various relevant departments collaborate and interact with each other and all relevant stakeholders participate.Although the academic research on the collaboration of government departments has gradually deepened,it tends to focus on institutional research,while ignoring the role of the mechanism,and the research on the departmental cooperation mechanism in the field of urban management law enforcement are even less.Urban management law enforcement is the core link of urban management.However,due to institutional and mechanical reasons,the phenomenon of repeated law enforcement,and violent law enforcement is endless.Objectively,it is necessary to improve the departmental cooperation mechanism and improve the city management level as soon as possible.At the same time,the field of urban management law enforcement has become an ideal field for the research department's cooperation mechanism because of its large number of participants,complex collaborative relationships,considerable reform results,and common problems.Based on the theory of holistic governance,inter-departmental cooperation theory and governance modernization theory,this paper combines literature research and domestic practice to construct the cooperation mechanism of urban management law enforcement departments from four main dimensions:participation subject,collaboration category,institutional arrangement and environmental feedback.Analyze the framework,point out the specific content and internal logical connection of the four dimensions,and demonstrate its rationality.On the basis of the analysis framework,the paper studies the comprehensive administrative law enforcement reform of Jiaxing City and the comprehensive inspection mechanism in Fuyang City for empirical research,and sorts out the general situation,achievements and problems of the coordination mechanism of the two urban management law enforcement departments.The paper compares the four main dimensions of participation subject,collaboration category,institutional arrangement and environmental feedback,and summarizes the common problems and causes of the cooperation mechanism between the two departments.Through research and analysis,this paper gives a path to optimize the coordination mechanism of urban management law enforcement departments from the macro and micro levels.At the macro level,it is necessary to adj ust the reform strategy and achieve the equal emphasis on the institution and mechanism.We should improve the legal system and establish a trust relationship and build a consensus culture.At the micro level,we must clearly define the division of responsibilities and strengthen policy coordination,optimize and improve the system details,and promote multi-participation.
