| Online car-hailing service emerged in response to the popularization of Internet Plus due to continued integration of Internet and traditional industries in such an era of sharing economy.Relying on Internet technologies,online car-hailing service was built on an open service platform by integrating supply and demand information,allowing private cars to access this platform and utilizing vehicles and drivers that met stipulated conditions,to offer non-cruising car reservation service at specified time and place.It spread like wildfire in just a few short years and rapidly occupied public transport market in big cities by virtue of high-quality service and popular price.However,it solved the sore points and difficulties of public travel,still various social problems arose from its development repeatedly.Kunming is the capital of Yunnan province and the gateway to the outside word.The research on coordinated management of online car-hailing in Kunming city can provide experience for development of online car-hailing in Yunnan province and has certain practical significance.This paper uses collaborative governance theory of government regulation theory and new public management theory,in combination with the practical situation of literature and Kunming City,analyzes the existing problems(incomplete policy,imperfect supervision and undefined responsibility division)in its management.The emergence of these problems is due to the lack of effective coordination between relevant management departments of the car-hailing industry in Kunming,coordinating management by use of SFIC model;it also presents the shortcomings in the course of initial conditions,facilitative leadership,system design and coordination processing.Last part it proposes specific countermeasures to strengthen guidance in government level,perfect policies and regulations,stress sense of responsibility in enterprise level,participate in supervision and build feedback system in social force level. |
