Problems And Strategies Of Providing Public Cultural Services For Juveniles In Hubei Provincial Library

Public library plays an important part in public cultural service system.Libraries under the leadership of national department of cultural administration,provide information storing and borrowing for all the public,as well as public cultural spaces.In the era that reading for all has become a national strategy,with the implementation of the public library law of our country,public libraries must recognize their strategic position more clearly,providing personalized and humanized services to the public,increasing the stickiness interact with readers,and cultivating readers' lifelong learning ability.Since 2012,the new building of Hubei Provincial Library has attracted large numbers of readers with fully open and spacious layout design,thus receiving common agreement of media and the whole society.With time's development and children's reading demand,Hubei Children's Library launched in June,2018,formally expressing the care for juvenile and children's reading career in Hubei Province.Besides,how to develop and enrich the need of juveniles,physical and mental health,and how to play the leading reading-promotion place of the entire province are problems to be solved.This thesis defines public goods,public cultural services and character of juvenile,using new public management theory,public goods theory and organizational structure theory as base.After introducing the fact of services for juvenile and children in Hubei Provincial Library,difficulties and problems come out.The main unbalance between library and readers comes from questionnaires and interviews from our readers and librarians.Then track reasons from aspects such as fund investment,librarian motivation,lack of related laws,imperfect communication and co-work mechanism and so forth.Next putting forward some solving ways and suggestions:increasing investment and management,constructing scientific book storage,improving staff organizational structure,upgrading service ability,innovating promotion and making better use of cultural volunteers.The part conclusion and hope acts as mainly covering summary conclusion of this thesis and proposing further research suggestion and direction.
