Research On The Citizen E-participation

With the advent of the Internet age,the Internet extends to all aspects of social life,It not only provides convenience for people's economic and social life,but also brings profound changes to their political life.A whole new way of participation —— Citizen e-participation has come into being,which broadens the channels of citizen political participation and becomes an important part of political participation.People can directly participate in political life through the Internet,which plays a vital role in the realization of citizens' political rights,the construction of China's democratic politics and government management.However,there are many problems in the network political participation in our country.Taking X city of Shandong province as an example,this paper uses the methods of literature research,case study and investigation to analyze the existing problems in X city and propose solutions under the guidance of Carole Pateman's theory of participatory democracy.First of all,this paper elaborates the direct,equal and extensive participation,political efficacy,educational function of participation and the construction of participatory society proposed by Carole Pateman in participatory democracy theory,which lays a theoretical foundation for the following analysis.Secondly,it analyzes the current situation of citizens' online political participation in X city of Shandong province and its existing problems: unbalanced urban and rural online political participation,low participation rate,irrational participation behavior and disordered participation.Thirdly,based on Carole Pateman 's theory of participatory democracy,this paper analyzes the causes of the existing problems: urban-rural structure gap,low citizen political efficacy,low citizen network political participation ability and imperfect participatory society construction.Finally,we should improve Citizen e-participation from four aspects: narrowing the gap between urban and rural areas,promoting citizens' balanced participation,enhancing citizens' sense of political efficiency,improving citizens' ability to participate in online political participation,and improving the construction of participatory society.
