Research On Promoting Community Governance Innovation By "One Core And Multiple" System

Community is the basic unit of city operation and management,community Governance is the Practical Application of Governance Theory in Urban Grass-roots Areas,it is the sum total of governing public affairs within the community.With the deepening of market economic system reform,community has become the main battlefield of urban grass-roots governance,the structure,main body and mode of community governance have undergone profound changes,There are still some outstanding problems in community governance,such as imperfect system,low participation of residents,shortage of community management resources and so on.In recent years,The Party and the State have put forward the Strategic Thought of "Strengthening the Construction of Social Governance System and Creating a Social Governance Pattern of Co-construction,Co-governance and Sharing" and the New Idea of "Party Building at Urban Grass-roots Level",require Party Construction to Lead Community Governance Innovation.Nanning Xingning District in the New Era Background,to Explore the Party Building System at the Grass-roots Level in the City of"One Nucleus and Multiple Elements",establish a multi-subject community governance system with community party organizations as the core and resident organs,institutions,enterprises,social organizations and residents as the main body.Through benign cooperation and interaction,we can coordinate and promote community development.This paper takes the research background and significance as the breakthrough point,takes the community theory and public governance theory in public management as the theoretical tool,and studies the practice of building "one core and multiple" urban grass-roots party building system to lead community governance innovation in Xingning District of Nanning City.This paper analyses the background of the emergence of the "one-core-pluralism" system,and expounds that the essential requirement of the "one-core-pluralism" system is the combination of public governance and public participation,and that the elements of "one-core-pluralism" are composed of multi-subjects such as community party organizations,enterprises and institutions stationed in the district,social organizations and residents.It has the basic characteristics of taking the Party organization as the core of leadership,diversification of participants and regionalization of the scope of joint construction.This paper expounds that the "one core and multiple" system achieves the "five objectives" of diversification of governance subjects,normalization of communication and communication,concretization of autonomous channels,diversification of collaborative participation and refinement of assessment and evaluation by innovating the "five innovations" of the platform of community joint party committees,the interactive system of community interconnection,the mechanism of community deliberation and consultation,the rotation system of Co-construction units and the integral management mode of co-governance.Then it analyses the problems and reasons of community governance,such as serious tendency of "administration","insufficient resources guarantee","imperfect three-level linkage system" and "insufficient cohesion of multi-subjects".By summarizing the advanced experience of community governance models in Beijing,Shanghai,Qingdao and other countries,such as the United States,Singapore and Japan,this paper puts forward the Countermeasures of optimizing the" one core and multiple"system to promote community governance innovation.
