From Embedded Governance To Policy Synergy:Innovation Of Multi-level Governance Of Social Organizations And Its Institutional Logic

China's social governance is changing from "governance" to "good governance".As an important part of the national governance system,social organization governance has formed a governance model and innovative development path with Chinese characteristics.However,the rapid development of social organizations is bound to give rise to many governance issues: such as the spatial limitation of governance structure,the excessive rigidity of institutional rules,the unbalanced allocation of organizational resources,the diversity of social needs,and the inadequacy of social organizations' own capabilities.In order to effectively deal with the complex and diverse public governance needs and solve the governance problems of social organizations,China's social organizations have generally gone through a complex and diverse process of policy transformation and governance innovation.Then,how does the governance process and governance mode of social organizations change? What kind of governance and governance characteristics does the interaction among social organizations,government and the public present? What kind of system logic and governance evaluation criteria did the innovation process of social organization governance follow? This article focuses on these aspects of thinking,research and theoretical construction.This paper takes the three types of judicial associations in A city as the empirical object,and provides the empirical and factual basis for the research through the analysis of the governance innovation process of the social organizations of the judicial associations in A city.The theoretical construction is based on the theoretical basis and analytical framework of multi-level governance.It selects the system level and the action level as the research basis.At the same time,it starts and cuts into the research of specific issues from the dimensions of the relationship between government and society,policy orientation,action mode and performance evaluation.The relationship between the government and the society constitutes the institutional restriction of social organization innovation,while the policy orientation,action mode and performance evaluation form the standard for the innovation and development of social organizations.In the empirical aspect,the governance innovation process of the three types of judicial association social organizations in A city is divided into two stages and two types of patterns: embedded governance and policy coordination governance.The facts show that the innovation of social organization governance in the embedded governance stage is mainly embodied in the "government-society relationship" mode with classified supervision,double registration,classified management and multiple supervision as its core contents.At the stage of policy coordination governance,it mainly presents an innovative development approach based on organizational model adjustment,resource utilization and service development.Governance innovation of social organizations,as a continuous breakthrough and effective response to governance dilemmas such as excessive administration of social organizations,organizational conflicts and efficiency constraints,shows a complete logical process of policy synergy and service efficiency improvement.The innovative development and governance of social organizations in China have been integrated one after another.And using multi-level governance analysis framework and policy tools,through the multi-sided analysis of the development period and governance characteristics of judicial social organizations in A city,we can find that China's social organization governance innovation follows and presents the following three aspects of institutional logic and governance logic: first,the autonomous goal of the innovation and development of social organizations in China and the logical requirements of autonomous development need to be realized through functional innovation;The second is the organizational development requirement for the innovative development of social organizations in our country,which requires the use of policy tools to enhance organizational capacity.The third is the efficiency governance logic of China's social organizations,which needs to be realized through performance evaluation and improvement of service capability.
