| Since the reform and opening up,the reform of Chinese government institutions has undergone four major changes.Although the public security organs have gone through several institutional reforms,there are still many problems such as unreasonable institutions and tight police force in the public security organs in China.In December 2005,the ministry of public security of the People's Republic of China,in accordance with the notice of the opinions of the public security organs on strengthening the regularization construction of grass-roots units' teams,identified the key points of the institutional reform of the public security organs in recent years as the construction of "three basic projects",namely"grasping the grass-roots level,laying the foundation and practicing the basic skills".We will,through institutional reform,explore ways to establish a working mechanism to push for a downward shift in the center of gravity,ensure that the police force falls and the police force sinks,so as to further enhance the strength of the grass-roots units,stimulate their vitality and enhance their combat effectiveness.In order to fundamentally change the problem of insufficient police force in China's public security organs.Firstly,starting from the concept of police sinking,this paper analyzes its role and significance in the current police reform of public security organs.Secondly,through the introduction of the reform practice of police force subsidence in yucheng public security bureau,we find the key points,difficult points and focal points in the work.Then,by means of questionnaire survey,verify the actual effect of police subsidence in yucheng public security bureau,refer to various data and literature,combined with the current situation of police subsidence at home and abroad,analyze the plight and need to improve the place,put forward Suggestions;Finally,the paper puts forward the general idea of pushing forward the police force subsidence of the public security organ in the next step. |
