With the deepening of national political system reform and socio-economic system reform,it is more and more urgent to change the management mode of public sector and improve the administrative efficiency of the government to adapt to the pace of reform and development.The role of the government in China is also gradually shifting from "management" to "service".As an important economic management and administrative law enforcement department,taxation department is responsible for organizing fiscal revenue,adjusting macro-economy,adjusting national income distribution and other important public functions.China's taxation departments have large teams,multiple levels and long chains,which makes team management very difficult.Taking Xuzhou Taxation Bureau as a specific object,this paper makes a case study of its performance management operation in recent years,and tries to apply MBO to point out the representative problems in performance management of the taxation system.For example,the main tax indexes and goals are not prominent,staff are not enthusiastic about participation,results application lose efficacy,the lack of correlation between organization and individual performance management,the lack of communication and improvement mechanism and so on.The above problems make the implementation effect of performance management not obvious,and the absence or deficiency of some links makes the implementation process more like "performance assessment" rather than "performance management".The purpose of using performance management to mobilize the entrepreneurial enthusiasm of tax cadres and officers has not been truly achieved.This paper studies on the operation of the performance management of the whole process of exploration.The content includes the initial assessment index,system framework design,process monitoring,communication,feedback,the using of results,circulation improvement.The author tries to focus on key indicators,train performance management concept,establish the organization and individual performance coupling mechanism,and further widen the channel of the evaluation result application,and strengthen communication improvement mechanism to perfect Xuzhou Taxation Bureau performance management system.Provide reference for administrative management and human resource management in primary taxation department,in order to implement the taxation system and tax cadres of immediate and long-term strategic objectives.
