The financial department is the body responsible for financial management in the state administrative organs.The quality of human resources management in the financial department will affect the enthusiasm and creativity of the public servants working for it,thus affecting the overall execution and performance of their duties.At present,in the financial sector,the district,county and township financial systems have a large number of staff and weak links in human resources management.Therefore,it is of great significance to strengthen the human resources management of the grass-roots financial departments to improve the overall efficiency of government departments.At the same time,with the implementation of the "new civil servant law" in 2019,some human resources management measures in the financial sector have legal basis and will usher in a huge opportunity for development.Through the research on human resources management in the financial department of S province and L city,this paper understands the current situation of human resources management in the grass-roots financial department of our country,and further analyzes the main problems in human resources management in the financial department of S province and L city from the top-level planning,examination and registration flow,labor relations management,training and development,performance evaluation,compensation and welfare,etc.By analyzing specific problems and referring to some effective experiences and practices of advanced countries and developed regions,it provides targeted countermeasures and suggestions,and provides specific measures for effectively improving the human resources management level of the financial department of L city in S province.Through in-depth analysis of the human resources management of the financial department of L city in S province,this paper has mainly carried out the following three aspects of research work:(1)Through the investigation of the current situation of human resources management in the financial department,the measures taken by the financial department of L city in S province and some achievements achieved are known.Six major problems are further summed up,including unsystematic planning,unable to meet the needs of examination and transfer,complex labor relations leading to the phenomenon of mixed work,lagging training leading to the backward professional ability of personnel,disjointed assessment and daily work,and failure to realize positive incentives for salaries and benefits.According to the existing problems,the causes of the above problems are analyzed respectively:lagging human resource management concept,imperfect recruitment system,unclear power and responsibility of government,enterprises,backward training system,rigid assessment system,imperfect incentive mechanism,etc.,which lay the foundation for targeted solutions.(2)By reading the literature and online queries,we have a detailed understanding of the advanced measures of human resource management in the financial departments of Chicago,London,Berlin,Dalian,Shanghai,Shenzhen and other cities,and summarized the top-level design by focusing on human resources management.?Promote the reform of the employment system,expand the recruitment channels,reform the institutions to rationalize labor relations,strengthen financial professional ability training,quantify assessment indicators to improve assessment applications,introduce incentive mechanisms to improve salary and other advanced experiences for reference.(3)To provide some countermeasures and suggestions for the standardization and institutionalization of human resources management in financial departments.Based on the advanced experience of human resources management in financial departments in developed countries and developed cities,the paper puts forward six specific measures to improve human resources management,including strengthening the overall planning of human resources management,improving the system guarantee of human resources recruitment,straightening out the relationship between the establishment of government and enterprises,strengthening the construction of special training in financial departments,improving the assessment mechanism and strengthening incentive measures.Taking the financial department of L city in S province as an example,this paper explores the human resources management mode of the basic financial department,hoping that these countermeasures and suggestions can play a positive role in the human resources management of the financial department of L city in S province,and can also be used as a reference for financial departments in other regions to strengthen human resources management.
