The Role Deviation And Correction Of Multivariate Subjects In The Government's Purchase Of Social Work Services

With the acceleration of service-oriented government construction's pace,the government's purchase of public services has gradually become an important way of service supply.By the way of purchase,the government provides the public with more convenient,faster,high-quality and efficient public services.However,in the practice of government purchasing public services,multiple subjects' role has some problems of deviation,which makes the government purchase fail to meet the public demand well.Correcting the deviation of multiple subjects' role in the government's purchase of social work services is of great theoretical and practical significance to improve the efficiency of the government's purchase of social workers' services,to enhance the service level of social workers and to stimulate social forces to participate in social governance.Taking the government's purchase of social work services as an example,this paper analyzes the roles in the government purchasing social work services,and finds that the government,as the purchaser of social work services,is both a purchaser and a watchdog,and breeder of social work institutions.As a supplier of social work services,social work institutions are both providers and incubators of social workers' services.Residents,as recipients of services,are beneficiaries and evaluator of social work services s.As an advocate of the government's purchase of social work services,the community plays the role of social worker service advocates and resource coordinators.They assume their respective responsibilities in the purchase of social work services by the government,and they coordinate and cooperate with each other,which constantly promotes the development of public services purchased by our government.Through the case of X Street of social work services purchase,this paper studies the roles of government,social work institutions,residents,communities and social workers in the government's purchase of social work services and finds that government duties are offside,the responsibilities of social work institutions are absent,and the dislocation of community responsibilities,which leads to the deviation of the roles of multiple subjects.The main performance of the role deviation is as follows: multivariate cooperation failure.The government's purchase of social work services is risky.Social workers themselves haveprominent problems.Social work institutions are remiss in the management of social workers,and residents' willingness to receive social workers' services is low.Therefore,combined with the relevant theory and the analysis of the case,this paper puts forward some suggestions to correct the deviation of multiple subjects' roles in the government's purchase of social work services: First,the government should standardize the responsibility of multiple subjects and attach importance to the coordination and cooperation among the multiple subjects.Second,social work institutions should earnestly fulfill their institutional responsibilities and pay more attention.Third,the community should actively play the role of publicity and coordination and guide residents to participate in social governance,so that residents could enjoy the high quality and effective social work services.
