With the continuous advancement of technology and Internet,the government affairs is gradually divided into "online service " and "offline service".Taking the government service hotline as an example,the online service has made great progress with the rapid development of the Internet.However,the offline work still maintains the original traditional operation mode.The gap between "online" and "offline" is gradually expanding.On-line development will inevitably lead to a reduction in online service efficiency and satisfaction.Therefore,it is extremely important to improve the government's offline execution.This article,based on the theory of seamless government,combines the research results of domestic and foreign scholars on the government service hotline,government executive power and other issues,as well as the advanced economics,and the government service hotline of H District is considered as the research object,tries to analyze and review the problems in the offline service.The author thinks that there are gaps in the offline implementation.The current implementation gaps include: gaps in the process of policy convergence,gaps in the process of quality development,gaps in the process of environmental construction,gaps in the process of goal coordination,and gaps in the integration of information resources.The reasons for the implementation of the gap include: internal coordination is not strong,ideas of government affairs have not changed,social participation is not enough,communication and feedback is not timely,and information sharing mechanism is not perfect.Finally,based on the existing problems and reasons,the corresponding suggestions and countermeasures for offline execution mainly include: firstly,establishing a sound system to provide technical support,secondly,improving customer awareness based on customer orientation,thirdly,promoting competition through competition-oriented,and fourthly is the result-oriented focus on strong two-way communication,finally,is to break the Information Barrier to promote the ministry of information resources sharing.Only in these ways,the government will improve the quality of public services and work efficiency,enhance offline execution,promote the construction of service-oriented government,and truly realize the "zero distance" and "no gap" for online and offline work.
