Research On Local Government Cooperation In The Governance Of Regional Public Crisis

Regional public crisis refers to the public crisis which has already break the geographic boundaries,causing potential treats or catastrophic influence to several administrative districts in terms of social order,public security,legal system,personal and property safety of citizens.The government is facing new challenges when dealing with public crisis.As the main body of public crisis management,particularly when local areas have become the birth place of many crisis which explode and develop fast,local government has become the best primary administration to monitor,control and manage public crisis.In order to eliminate the bad influence causing by regional public crisis,the collaboration between several local governments within the region has become an inevitable choice.The choice of collaboration between local governments to deal with public crisis is due to the practical needs of regional public crisis management,the development requirements of public administration reform,and the need of keeping up with the latest trends of coordinated development of regions.Now the new strategy of the coordinated development of regions,market economy and diversified ownership,the concept of culture and modern collaboration and national big data strategy and information technology all provide a great opportunity for in depth progress of coordinated regional development,and meanwhile helping the local governments to deliver results to public crisis management.Meanwhile,along with the new opportunity,the local government cooperation still needs to solve a lot of problems,such as the cooperative operation system is not perfect,the cooperative operation legal system is not perfect and the cooperative operation channel is not opened up.There are also corresponding deficiencies in the precursory stage,the outbreak stage and the recovery evaluation stage of crisis development.Probe into the cause of the problem,which has not only the deep factors of administrative system,collaboration operation mechanism factors,but also has practical considerations of consciousness and the stress.Finally,from the propaganda of the local intergovernmental cooperation concept,collaboration mechanism construction and collaborative guarantee system construction all three aspects to explore countermeasures,gradually strengthen the collaboration ability in regional public crisis management,in hoping to achieve long-term effectiveness in regional public crisis management.
