Public utilities institution is an important part of the public organizations,that undertakes the responsibility what is provide the product and service for public society,it is one of the important organization in the process of social development in china.The public utility system has a large demand for various professional and technical talents,also the reform of the personnel management system of the public utility system,under such circumstance,so as to build up high-quality and socialized professional and technical personnel,and promote the development of service capabilities and social progress are important a result.The utility system has the characteristics of publicity,publicity and scale.The personnel management system has certain characteristics of dependency,irregularity and imbalance.The reform of the personnel management system of the public utility system in Chang De City in the past 20 years,completed the job hiring system,standardized the management and implementation of "sunshine recruitment",and achieved certain results.However,there are still several major problems in the implementation process: job hiring in the form,irregular management of non-staff personnel,unscientific remuneration,unreasonable incentive mechanism,and performance appraisal.The reasons for these problems are: the limited management of the personnel system,the lack of overall planning,and the related system of pension income distribution and other institutional reforms have not yet formed a synergy.Therefore,we need improve the legal system and supporting measures overall,change the management concept,and implement marketization and separation of government affairs,and combined with the actual situation of ChangDe City,put forward the corresponding countermeasures to the reform of the personnel system,such as stimulating the power of reform,setting up posts in science,standardizing personnel management,perfecting and perfecting talents and performance appraisal mechanisms and so on.
