The classification reform of public institutions,that is,according to the different functions of the existing institutions,the divisions and management of the institutions will be carried out in order to better promote the development of social welfare in China.According to the requirements of the reform plan for the classification of public institutions,public hospitals are classified as public welfare,which further highlights their public welfare and social service.As the main body of China's medical and health services,hospitals,especially public hospitals,have good service and reasonable operation,which is related to the health of the people and the harmony and stability of the whole society.At present,under the background of the classification reform of public institutions and the reform of the medical and health system,public hospitals have carried out a series of reforms,among which the representative ones are the reform of the personnel system.Through reforms,the problem of rigid personnel management system in hospitals,low enthusiasm of hospital staff and low quality of medical services has been overcome to some extent.However,along with the reform of the personnel system,problems such as imperfect employment system and unsmooth talent flow have also emerged,which has hindered the further optimization of the personnel system of public hospitals.This paper takes the reform of the personnel system of public hospitals as the research object,selects Q hospital as an example,studies the practice,problems and achievements of the personnel system reform of Q hospital,and then draws recommendations for optimizing the personnel system reform of public hospitals.Q Hospital is located in the southwestern part of Shandong Province.It is a national tertiary comprehensive hospital.After more than half a century of development,S Hospital is now a prefecture-level general hospital integrating medical treatment,teaching,scientific research,prevention and health care.From 2012 to 2017,the hospital carried out a personnel system reform and achieved good results.Therefore,Qhospital was selected as a sample,and through the practice exploration of Q human hospital's innovative human resources optimization configuration,the lessons and experiences gained in the exploration process were obtained,in order to provide suggestions for the personnel reform of other public hospitals.
