In 2018,the National Public Security Bureau Directors 'Conference proposed: "To focus on shaping the future of public security,promote a reform of the police system with the spirit of self-revolution as the core of improving efficiency and focusing on serving the grassroots,and reshape the police organization and police process.Form,police force configuration form,We will push down the center of gravity,sink the police force,and lean under the guarantee,and work hard to build a police management system that meets the requirements of the new era and adapts to the National governance system and modernization of governance capabilities." However,under the current circumstances,on the one hand,the public security forces are facing a growing conflict between the increasing workload and pressure on the one hand and the lack of police force on the other,and on the other hand,the social status,remuneration and career prospects of the police force are affecting the enthusiasm of the police.The lack of human resource development in the public security forces has become a bottleneck that restricts the public security cause.How to "use good soldiers" and "raise good soldiers" has been an important problem for public security organs at all levels.Under the background of John Andreessen's theory of "no growth and improvement of police force" and based on the motivation theory of Clayton adeferg,this paper mainly uses literature analysis,comparative analysis,empirical refinement,theory and practical research methods.Research and explore how to unlock the internal development of the police force to find the golden key to solving the police force dilemma.The article is divided into four parts to explore how to activate the police manpower resources.The first two parts explain the basic theoretical problems of the police manpower resources motivation.The third part expounds the use of police human resource motivation in the police force and the problems that arise.Based on this,the fourth part introduces the research on the countermeasures of police human resource motivation based on ERG theory.The core part of this article is the fourth part.After comparing the theory of human resources motivation such as ERG theory,Maslow's demand theory,and double-factor theory,the author finds that the classification of ERG theory is clear and more in line with the reality of public security work.The author attributes the previous research on pay to the "survival" needs in ERG theory,widens the space for job promotion research to the "growth" needs in ERG theory,and holds a police retirement ceremony.The entry and award ceremonies are attributed to the "relationship" needs in ERG theory.However,according to the humanistic management concept,spiritual motivation is more lasting than material motivation.Therefore,this article will focus on meeting the needs of the "growth" and "relationship" of the police and explain how to build a reasonable compensation system.It is necessary to establish a reasonable "growth" of professional development,training,and job matching,restore the professional sense of honor and social identity of the people's police,and "relationship" of medical care for family members.In this way,we can stimulate the internal development power of police human resources in all directions,multiple levels,and across time and space,and achieve the sustainable development of police resources.
