Pre-school education is the most important part of China's primary education.It is the first part of the entire education system and a key step in laying the foundation for lifelong education.For the individual,preschool education is the starting point of personal development and plays a vital role in the overall development of the individual.For national education,good preschool education enhances the quality and development space for the future compulsory education.It will make the post-education stage more potential;for the whole country and society,the success of pre-school education will directly affect the development of national quality and the quality of the country's labor resources,which is crucial for the development and progress of a country.Important,has a leading role.As a fundamental attribute of pre-school education,pre-primary education,as a government responsibility,incorporates it into public services,so that pre-school education can develop in an orderly and healthy manner.However,in order to fundamentally solve many problems in pre-school education,it is necessary to ensure the development of pre-school education through legislation.At the same time,whether it is from social appeals,from the arguments of experts and scholars,or from the needs of social practice,Preschool education legislation is the top priority for preschool education.According to the development of preschool education in China and the grim situation currently faced,there are many key problems in preschool education in China: the lack of government management functions in the field of preschool education makes preschool education lose the protection of administrative power;preschool education The most basic funds for the business cannot be guaranteed.There is no mandatory fiscal expenditure for the investment in preschool education.The kindergarten system has undergone tremendous changes,but the preschool education structure has not improved much.The basic rights of preschool teachers cannot be guaranteed.The problems such as salary and professional title could not be solved,which led to the unevenness and disarrangement of the pre-school education teachers.Various private kindergartens were raised,but the lack of basic legal regulations and management made various child abuse incidents emerge one after another.In order to fundamentally solve these seemingly thorny problems,only by formulating the "preschool education law" at the national level can we ensure that the preschool education is developing in a good direction to a large extent.Based on the current situation of preschool education,this paper analyzes the problems arising from preschool education in China,summarizes the reasons,and uses legal thinking to demonstrate the necessity of preschool education legislation,and analyzes the feasibility of preschool education legislation from the perspective of social reality.For the legislative proposals,we first clarify the purpose and principles of pre-school education legislation,and secondly draw on the achievements of pre-school advanced pre-school education laws,combine the national conditions with Chinese characteristics,and formulate recommendations for pre-school education laws in line with China's national conditions,thus ensuring the healthy development of pre-school education.
