Research On The Improvement Of Digital Urban Management Of Lanzhou

Urban management mainly focuses on "minor issues of people's livelihood",and it faces large workload and many difficulties.Under this circumstance,governments of different levels have begun to explore new models of urban management,which resulted in digital urban management model.Through the comprehensive application of computer technology,network technology,information technology and other scientific and technological means,Digital urban management forms a complete and closed management system for the discovery,disposal,supervision and evaluation of urban management problems,realizes the new urban management functions of "data speaking,data management,data decision-making,data innovation",Which can solve various urban management problems quickly,accurately and effectively.Since the 21 st century,there has been a global exploration of the new concept of "Smart City" for the future development of cities.It can be said that smart city is a higher standard of urban development,and digital city management is an important part of the construction of smart city.After Lanzhou City Management Digital Supervision and Command Center was built and put into use in 2011,a new type of urban management system conforming to the actual situation of Lanzhou was established,which made the structure of urban management system more scientific and reasonable,and greatly improved the level of urban management and the efficiency of urban operation.However,there are still many problems in the actual operation of Lanzhou digital city management.There is still a long way to go for Lanzhou to become the smart city with science and technology leading,comprehensive service and sustainable development.Therefore,this paper combines the practice of Lanzhou city management,choosing "Research on the improvement of digital urban management of Lanzhou--from the perspective of Holistic government theory" as the research topic.This paper takes Lanzhou City as an example,from the theoretical perspective of the holistic government,combining with the background of the national "Smart City" construction,and using the methods of literature analysis,questionnaire survey,interview and other research methods comprehensively,so as to study the current operation status of digital city management in Lanzhou City.Through the research,problems had been found such as insufficient funds for system construction,single participants and inadequate digital city management technology.The reasons for the above problems were analyzed,including excessive division of department functions,lack of trust and cooperation between departments,low level of organizational structure and insufficient information sharing across different departments.Drawing on the advanced experience of digital city management or intelligent city construction in Wuhan,Xuzhou and Xiong'an New District,this paper puts forward some countermeasures to improve the management of Lanzhou's digital city,such as integrating government resources,improving policy guidance,realizing information sharing,improving assessment system,and giving full play to the role of the public.It is expected to provide useful reference for Lanzhou to improve the urban management and speed up the process of smart city construction.
