Implementation of the relocation policy to help the poor and focus on solving the poverty alleviation problem of the poor people living in areas where " one side cannot support the other".This is also the focus and difficulty of the current precise poverty alleviation work.China's move-out area covers about 1400 counties in 22 provinces.There is tremendous pressure to complete the relocation of 10 million people during the 13 th Five-Year Plan period and help them enter a well-off society in an all-round way with the people of the whole country.Relocation is a means and poverty alleviation is the goal.In order to effectively accomplish the task of poverty alleviation,it is necessary to maximize the role of relocation in poverty alleviation.Relocation to help the poor involves multiple subjects.Under the influence of different development goals and interest demands,the issue of interest differentiation among different subjects will easily arise.Finding out the conflicts arising from the multi-subject interest differentiation in the relocation of ex-situ poverty alleviation,analyzing the reasons for the differentiation,and designing a reasonable mechanism of differentiation adjustment and interest balance according to specific problems can better enhance the effectiveness of the relocation of ex-situ poverty alleviation in China.This paper makes an on-the-spot investigation on the work of poverty alleviation and relocation in Y County of Hubei Province,combs the basic situation and policy measures of poverty alleviation and relocation in Y County of Hubei Province by using the methods of policy analysis,literature research and in-depth interviews,typical case analysis etc.At the same time,combines the relevant theories of poverty control,launches the multi-subject interest differentiation,causes and coordination mechanism in the process of poverty alleviation and relocation in Y County of Hubei Province.In short,the main structure of this paper is "description of relocation-status quo of multi-stakeholder interest differentiation-cause analysis of interest differentiation-coordination path of interest differentiation".The overall progress of poverty alleviation and relocation work in Y County of Hubei Province is good.Diversified resettlement mode is adopted according to local conditions.The living conditions of relocated households have improved significantly.Industrial support has promoted employment and increased the income of farmers.However,in the process of relocation,the phenomenon of interest differentiation among relocated households,enterprises and the government is also quite obvious,such as the interest competition among relocated households,the interest contradiction between the government and enterprises,and the interest differentiation between relocated households and the government,all of which have hindered the improvement of the efficiency of the relocation of poverty alleviation in Y County,Hubei Province.Fairness is a prominent problem.The main reasons lie in the uneven distribution of limited resources,inconsistent interests of different subjects,and deviation of appeal and execution.To solve the problem of multi-subject interest differentiation in the relocation ofland-changing poverty alleviation in Y County of Hubei Province and to promote the smooth completion of the relocation of land-changing poverty alleviation,it is necessary to innovate and coordinate the power distribution mechanism and market mechanism of land-changing poverty alleviation and relocation in Y County of Hubei Province,give full play to the role of interest balance mechanism,and synthesize the dual roles of "visible hand" and "invisible hand".
