Research On The Cultivation Of Community Social Organizations Under The Model Of "Three Societies Linkage"

With the social and economic development of our country,social contradictions have become increasingly prominent.After the disintegration of the unit system,the government has been unable to meet the needs of public services.The 17 th,18th and 19 th National Congresses of the CPC have also proposed to solve social contradictions.To meet the public service needs of residents,more residents and social organizations need to participate in it.By the end of 2015,community social work and the "Three Associations" will be promoted.At the meeting,the Civil Affairs Bureau of the People's Republic of China proposed that the "three cooperatives linkage" mode of work is an important mechanism to promote innovation in social governance,which is conducive to improving the community service system.Therefore,as a government-owned social workers,with the support of the Civil Affairs Bureau,use the "three cooperatives linkage" mode to design relevant social work service projects to meet the needs of community residents,Wuhan.Under the background of promoting the "Red Engine" project,the Civil Affairs Bureau purchased the social work service project of the three social cooperatives linkage,hoping to cultivate the social organizations with Wuhan characteristics,mobilize more community residents to participate in community service,and solve the problem of insufficient supply capacity of community public service under the "three social cooperatives linkage" model.This paper takes the social work service project of volunteer mutual assistance in L Street of Wuhan as an example,and tries to explore the mechanism and dilemma of social organization cultivation under the mode of "three social organizations linkage" by using the methods of literature research,interview and participatory observation.The author personally participated in the implementation of the project and supervised the project.It was found that the cultivation mechanism of social organizations under the mode of "three cooperatives linkage" in L Street was "government purchase,project cooperation,multi-linkage,and feeding back the community".However,the nature of the government's purchase of social services and the way to cultivate social organizations by project system make the government and community residents' committees absolutely dominant in the cultivation of social organizations,which somehow results in the lack of independence in the development of social organizations and the tendency of administrative social work in residential areas.In addition,due to the lack of experience of social workers themselves,it is difficult to effectively link all parties to participate in the cultivation of social organizations,resulting in uneven social organizational capacity,lack of vitality in the development of some social organizations,difficult transformation,and difficult to achieve the goal of feeding back the community.Finally,the paper puts forward some improvements on the practice of this model from three levels: community,social workers and social organizations.
