Research On The Relationship Between Social Organization And Community Committees Under The Project System

As the grassroots society changes from a social management model to a social governance model,it emphasizes the power of grassroots autonomy,Creating a multi-subject social governance pattern has become the current mainstream trend.The establishment of the social governance pattern should start from the grassroots community.Now,different organizations and units in the grassroots community play against each other according to their own interest preferences,resulting in the community"fragmentation" and "redundancy" that deviate from the original governance goals.Social work through the government purchase services into the community to participate in community governance,in order to achieve multi-subject participation.At the beginning,the development mode of social work was more post embedding.with the accumulation of time,scholars observed that this mode could not give full play to the value of social work major,and on the contrary,more social workers deviated from the original intention of their major.The social work mode of project system improves the disadvantages of post system,which is not only conducive to the achievement of social work,but also to a certain extent to ensure the independence of social work,maintain the professional-value of social work,and affirm the professional ability of social workers.Although this model has made great progress compared with the former one,it still has some shortcomings.The periodicity and marketability of the project requires that social work be effective within a certain time frame,which means that social workers spend more time on Content completion and consolidation of effects.From the actual situation,the social workers working in the community can not focus on their own work,on the contrary,the negotiation with the community staff costs a lot of energy.Therefore,it is important to shorten the time of administrative work and handling the relationship between the two sides,and focus on the satisfaction of needs and the completion of the project.Based on this background,with the help of the author's experience in Q Street practice,the relationship between social work and neighborhood committees in different stages is analyzed.From the perspective of project system,through the use of participatory observation,interviews and other ways to explore.First of all,this paper describes the current situation of community neighborhood committee,the development of post system and project system,and finds that the project system is more suitable for social workers to work in the community.Secondly,in the initial stage,social work has external embeddedness,incompatibility with the local system,and poor independence,which leads to neglect and contempt of the neighborhood committee.As time goes by,due to the pressure from superiors and the project,the two have come into contact,and the neighborhood committee has gradually realized the advantages of social work.When cooperating with neighborhood committees,they encountered conflicts in resources and values.However,under the guidance of project-based thinking,social workers and neighborhood committees gradually overcome conflicts,implemented deep-level embedded cooperation,and Achieve integration and co-construction as a whole.Finally,Combined with the actual needs and problems in the relationship building,the article discusses the constructive opinions,Lay the foundation for the next community project to proceed smoothly and efficiently.
