Research On The Construction Of Inner-Party Supervision System Of The Chinese Communist Party Since The 18th National Congress

Inner-party supervision is an important tool for strengthening party building and an important political advantage for the Communist Party of China to strengthen its own construction.The system is an effective carrier for operate inner-party supervision,and a scientific and rigorous system is an indispensable condition for ensuring effective supervision within the party.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has focused on the outstanding issues of inner-party supervision,closely focused on the new great project of party building,fully promoted the exercising strict self-governance in every respect,summarized the historical experience of inner-party supervision,introduced a series of supervision measures,had innovated the inner-party supervision system and improved the scientific level of internal party supervision.The achievements and experiences of the internal supervision system of the Party since the 18 th National Congress of the Communist Party of China are comprehensively analyzed and summarized.Scientific understanding and grasping the law of the construction of the inner-party supervision system will help us better define the development direction and significance of the inner-party supervision system in the new era and provide more powerful institutional guarantees for the deep development of the strict self-governance in every respect of the party.The time span of this paper was held from the 18 th National Congress of the Communist Party of China to the closing of the National "Two Sessions" in 2019.During this period,the construction of the inner-party supervision system of the Communist Party of China was sorted out and summarized.Based on systematically analyzing the related concepts and construction process of the Communist Party of China inner-party supervision system,this paper studies the achievements of the inner-party supervision system of the Communist Party of China since the 18 th NationalCongress of the Communist Party of China,summarizes the construction experience,and puts forward the thinking of strengthening the inner-party supervision system.It is expected to help the construction of the inner-party supervision system in the new era,to promote the party building work to keep pace with the times.The first part systematically analyzes the scientific connotation and construction process of the inner-party supervision system of the Communist Party of China.Before studying the construction of the inner-party supervision system of the Communist Party of China since the 18 th National Congress of the Communist Party of China,we must first understand its scientific connotation.Therefore,the dialysis of the concepts of "supervision","inner-party supervision" and "inner-party supervision system" has become the logic starting point for studying this subject." Learning from history,we can keep pace with the times" based on comprehensively understanding the connotations of these concepts,a review of the process of building the inner-party supervision system of the Communist Party of China is conducted.It is expected a view to having a comprehensive and systematic understanding of the inner-party supervision system of the Communist Party of China to carry out the fundamental study and ideas of the following chapters.The second part focuses on the achievements and basic experience of the construction of the inner-party supervision system of the Communist Party of China since the 18 th National Congress.This is the main part of this study.Specifically,firstly,the effectiveness of the inner-party supervision system of the Communist Party of China since the 18 th National Congress of the Communist Party of China was studied.According to the construction logic of the "three-pronged" system of inner-party Supervision system,the three construction achievements of the above-down organizational supervision system was analyzed.the from down-above democratic supervision system and the mutual supervision system at the same level.On this basis,the construction experience since the 18 th National Congress of the Communist Party of China was summarized,such as highlighting responsibility and putting the organization supervision system in the first place;safeguarding the rights of party members and giving full advantages of democratic supervision system;strengthening power constraints and upgrading the supervision system results at the same level,etc.The third part mainly discusses the basic principles of strengthening the inner-party supervision system of the Communist Party of China and puts forward some thoughts.The construction of the inner-party supervision system should be continuouslypromoted along with the development of practice.This chapter,based on a comprehensive summary of the experience of the inner-party supervision system of the Communist Party of China since the 18 th,and the basic principles of strengthening the construction of inner-party supervision system,tries to put forward some useful thoughts on strengthening the construction of the inner-party supervision system of the Communist Party of China in the new era.
